## Summary

The NHS Surrey and Sussex Integrated Care Board has awarded a contract to the Runnymede and Spelthorne Citizens Advice Bureau for the provision of a Specialist Mental Health Advisory Service. This direct award, under the Health Care Services (Provider Selection Regime) Regulations 2023, highlights the ongoing role of a well-established provider. The service, covering North West Surrey, primarily targets individuals with complex mental health issues both as inpatients and within community settings. This contract is set to take effect from 1st April 2024 until 31st March 2028, with a total contract value of £94,836 planned over the two-year period. The procurement process was managed by the NHS South, Central and West Commissioning Support Unit on behalf of Surrey and Sussex ICB, with approvals confirmed in May 2026. The process employed was a directive-exempt limited procurement method, focusing on rehabilitation services as identified by CPV code 85312500.

This tender provides a significant opportunity for businesses operating in the mental health advisory sector, specifically those experienced in delivering specialist advice services to high-need communities. Organisations with capabilities in welfare benefit, housing, debt advice, and robust referral networks would be well-positioned to engage with the established framework of the Citizens Advice Bureau. The contract's focus on integration, collaboration, sustainability, and social value offers businesses a chance to engage in solution-based approaches that can enhance service delivery outcomes, provide economic stability, and support health inequality reduction. Utilising a volunteer model and blended workforce, businesses can achieve efficient delivery while contributing to profound social and economic impacts, including reduced demand on statutory services. Participation in this contract could facilitate business growth by harnessing innovative practices and aligning with national networks for best practices and policy insight.
