        "description": "Introduction Ross-on-Wye Town Council is inviting quotations from suitably qualified contractors for the design, supply, installation, commissioning and handover of a fully compliant Changing Places Toilet facility. Project Scope The works required include design, manufacture, delivery, installation, commissioning, registration, training, warranties, groundworks, services connections and planning support of a Changing Places Toilet. The successful contractor will be responsible for a turnkey service delivering the works to a high standard, ensuring compliance with all relevant regulations and liaising with Ross-on-Wye Town Council to minimise disruption to the building's daily use. The successful contractor will be responsible for the Principal Designer and Principal Contractor roles. To provide comprehensive training for Ross-on-Wye Town Council staff covering the safe operation of equipment, routine cleaning requirements and recommended inspection frequencies. The contractor shall also provide guidance on preventative maintenance, servicing requirements, manufacturer recommendations, warranty conditions and any statutory inspection obligations. Health & Safety and Compliance Facility to comply with BS 8300, Approved Document M, Equality Act 2010 and Changing Places Toilet standards. The contractor must: * Comply with all relevant Health & Safety legislation, including the Health and Safety at Work Act, CDM 2015 Regulations and Building Safety Act 2022. * Provide risk assessments and method statements (RAMS) before commencement of work. * Hold appropriate insurance: public liability, employers' liability, and professional indemnity insurance. Maintenance and Aftercare The contractor shall provide a minimum 12-month defects and maintenance period, maintenance manuals, recommended servicing schedules, emergency call-out arrangements, and pricing for annual maintenance support. The hoist, changing bench, alarm system, automatic door and other specialist equipment shall be covered under the maintenance proposal. Contractual Terms The contract will be issued under the Council's standard terms and conditions. Payments shall be made in accordance with Ross-on-Wye Town Council's standard Financial Regulations and associated payment procedures. The Contractor shall provide a 12-month defects liability period commencing on practical completion, during which any defects attributable to design, materials, workmanship, or installation shall be remedied at no additional cost to the Council. The maximum budget for this contract is PS85,000 excluding VAT. The council will not consider submissions above this budget.",

                    "description": "Quote evaluation The council will evaluate the quotes against the criteria listed below. The quote evaluation will allow the council to primarily select the quote that represents best value for money. The council shall not be bound to accept the lowest priced quote. Quotes submitted without all the information required for the evaluation criteria will be considered incomplete and may therefore be rejected. Quotes must be submitted as requested in the bidder's response section or they may be rejected. The council may reject your bid if it contains caveats, conditions or any other statement or assumption qualifying the quote response, meaning that, in the reasonable opinion of the council, the quote response is not capable of evaluation in accordance with the published evaluation criteria, or requires changes to any documents issued by the council in any way. Evaluation methodology The following evaluation scheme will be adopted: Responses will be evaluated in line with the following scoring systems. The scores generated for each question will be combined to provide an overall score for each organisation. There will be different marks awarded to different categories of questions. The table below shows the marks allocation. The total cost of the service 50% of the total score Quality - technical specification and programme of works 40% of the total score Health and Safety 5% of the total score Demonstrated experience and quality of previous work/References 5% of the total score The Council shall be under no obligation to accept the lowest tender or award a contract for all or any part of the requirement set out in the Invitation to Tender, to any tenderer or at all. You may be required to answer any Council queries on your proposal and to attend formal meetings with the Council during the tender evaluation period. Additionally, the Council may wish to visit tenderers' premises to view the facilities and systems that may be used to deliver the service. Scoring The following example illustrates how cost and quality elements in the 'scored criteria' table will be scored. Cost element Cost will be scored as a comparison of your bid to that of the lowest compliant bid received as follows: % scored = (lowest bid / your bid) * cost weighting Quality element - Questions asked within the questionnaire will be scored out of 10 using the marking system below. The score will be calculated to reflect the percentage weighting applied to that question (as shown below) and will contribute to the overall quality weighting: % score for each question = your score / maximum score available x question weighting. The cost score and the quality score for each question will be added together to provide a total score. The highest scoring tender will be recommended for acceptance.
