## Summary

The Mining Remediation Authority (MRA) is initiating a public procurement process under the planning stage for a new Ground Investigation Framework, as per the Procurement Act 2023. This framework aims to facilitate ground investigation efforts throughout England, Scotland, and Wales, encompassing activities such as site investigations, drilling, sampling, monitoring installations, and geoenvironmental reporting services. The industry category for this tender includes engineering, ground investigation work, and related technical testing and consultancy services. Businesses are invited to provide feedback on the procurement strategy by 21 August 2026, and contact details have been provided for suppliers to engage in the market engagement phase. The framework agreement is anticipated to commence on 1 February 2028 and conclude by 31 January 2032.

Businesses with expertise in areas like rotary and cable percussion drilling, geotechnical investigations, and environmental remediation stand to benefit considerably from the Ground Investigation Framework. The MRA is particularly interested in suppliers with experience in infrastructure projects, land regeneration, or mining legacy support. This tender offers an excellent opportunity for SMEs and organisations holding accreditations like ISO 9001 or Constructionline, to compete and potentially secure their place in providing specialised services essential to this wide-reaching ground investigation framework.

## Notice

This Preliminary Market Engagement Notice is published in accordance with the Procurement Act 2023. The Mining Remediation Authority (MRA) is undertaking preliminary market engagement in advance of a future procurement for a replacement Ground Investigation Framework. The framework is expected to support ground investigation works across England, Scotland and Wales, including site investigations, drilling, sampling, monitoring installations, testing and associated geotechnical and geoenvironmental reporting services. MRA is seeking feedback from organisations with relevant experience to help inform the procurement strategy, framework structure and commercial arrangements for the future framework. Participation in this engagement is voluntary and will not provide any supplier with an advantage in any future procurement process.
