## Summary

The University of Strathclyde is actively seeking bids for the supply, delivery, and installation of a wafer-level optical tester. This procurement falls under the category of laboratory, optical, and precision equipment, targeting UK regions, particularly in Glasgow. The tender process is currently at the 'tender' stage, with key procurement dates including a submission deadline by 7th September 2026. The procurement method being employed is an open procedure, allowing for broad participation from suitable businesses, with an estimated contract value of £788,000. The project includes potential contract extensions and focuses on fostering community benefits as part of the requirement.

This tender offers significant opportunities for businesses specialising in semiconductor technology, particularly those experienced in photonics and optical testing. With an emphasis on developing the UK's advanced semiconductor packaging capability, firms with a history of delivering complex optical testing solutions will find this an attractive opportunity. The requirement for potential suppliers to have a strong financial standing and relevant technical expertise ensures that candidates are well-positioned to contribute effectively to the project and benefit from the considerable contract value, thus promoting valuable business growth.

## Notice

Background The UK urgently requires a sovereign, open-access advanced semiconductor packaging capability to close a well-evidenced market failure. Today, UK innovators in photonics and power electronics rely on overseas Outsourced Semiconductor Assembly and Test (OSAT) facilities for scaling to volume packaging, which fragments the supply chain, extends lead times, increases Intellectual Property (IP) leakage risk, and exposes critical technologies to geopolitical disruption. The National Centre for Advanced Semiconductor Packaging (NCASP) is the missing link that converts research excellence into manufacturable products. NCASP is creating an integrated, industry-led scale-up facility that connects UK device design to domestic, high-volume packaging, test and metrology - reducing time-to-market and anchoring value onshore. Description The University of Strathclyde has a requirement for wafer-level optical tester(s) capable of performing characterization of both surface-emitting Distributed Feedback (DFB) laser arrays and silicon photonic integrated circuits (PICs).
