The work will support asset management, governance and strategic development, as well as statutory, regulatory, accounting and insurance requirements. Four service areas are planned: insurance valuation reports on a rolling programme; ad-hoc valuations of commercial and public assets; Display Energy Certificates or Energy Performance Certificates for non-domestic public and operational buildings, with supporting advisory reports; and other asset-related services, including general valuation advice and condition or dilapidation surveys. This is a professional property, valuation, energy certification and asset advisory requirement, with suppliers potentially able to express interest in one or more of the planned service areas. This procurement is at the planning stage: the Authority has announced its intention to procure, but this record is not an invitation to tender. It expects to use an above-threshold open procedure, with electronic submissions in English. The planned structure has four lots, each expected to run from 15 November 2026 to 14 November 2032. The buyer expects the procurement notice to follow on 19 August 2026. Its indicative tender closing date is 14 September 2026, with clarification questions expected by 13:00 on 14 August 2026 and an award decision expected by 4 November 2026. The four-lot structure creates scope for focused specialists as well as firms able to provide several related services. ## Notice Liverpool City Region Combined Authority is seeking to appoint suitably qualified, experienced suppliers to provide a range of land, property and asset valuation services across its diverse operational and commercial estate. These services are required to support the effective management, governance and strategic development of the Authority's assets, ensuring compliance with statutory, regulatory, accounting, insurance and asset management requirements.
