## Summary

NHS South Yorkshire Integrated Care Board commissioned Braithwell Road Surgery to provide locally enhanced healthcare services for the Rotherham population. The requirement is for general-practitioner services delivered alongside the existing GP Framework contract, rather than as a standalone service. Delivery is centred on Rotherham, South Yorkshire, with the buyer based in Sheffield. The services are intended to enhance the GP Framework offer and depend on the interrelationship between the framework and the locally enhanced services. The named provider is Braithwell Road Surgery, a Maltby-based small or medium-sized enterprise. This is a primary healthcare opportunity for GP practices or comparable providers able to deliver locally commissioned NHS services for patients in Rotherham.

The procurement has been awarded under the Health Care Services (Provider Selection Regime) Regulations 2023, using direct award process B without a prior call for competition. The award decision was made by the Primary Care Delivery Group. Braithwell Road Surgery received the award, and the contract was signed on 1 April 2026. The contract runs from 1 April 2026 to 31 March 2027. Its recorded contract value is £1; provider payment is activity-based, using local prices and the nationally mandated NHS Payment Scheme. Evaluation placed 100% weighting on patient choice and 0% on price. The service is an existing arrangement with an existing provider, and one bid was recorded. No conflicts of interest were identified.

This award indicates demand for locally enhanced NHS primary care services that are integrated with an existing GP Framework contract. A credible competitor for a future requirement would need to be a GP provider able to hold or operate through the relevant GP Framework arrangement and deliver the enhanced services alongside it. The buyer’s evaluation shows that patient choice is decisive, so providers should be able to demonstrate accessible, patient-focused delivery and a clear contribution to local population health. Operationally, suppliers would need to manage activity-based delivery, apply NHS Payment Scheme requirements and work with local prices. Existing NHS primary care commissioning experience, capacity to serve Rotherham patients and the ability to meet the service specification would be central to competing effectively.

### Lot Information

Lot 1

The provider is commissioned to deliver locally enhanced services for the Rotherham
population. This contract Award has been made following direct award process B under the
Provider Selection Regime.
These contracts are awarded to an existing group of providers. Although we would not
restrict the number of providers who deliver these LCS services provided they meet the
contract and specification criteria, the primary reason that these services can only be
delivered by this group of providers (GP) is because they are required to hold a contract via
the GP Framework and deliver the LCS alongside these services; the LCS is designed to
enhance the GP Framework contract and not stand alone, therefore, interdependency
between the two services is paramount.

The provider is paid on an activity basis based on local prices. The contract award is from
01/04/2026 to 31/03/2027. This is an existing service from an existing provider. Additional information: The contract value is unknown. The provider is paid in line with the relevant unit prices for the activity delivered in accordance with the nationally mandated NHS Payment Scheme.

### Procurement Information

This is a Provider Selection Regime (PSR) confirmation of contract award. The contract has
been awarded under the Health Care Services (Provider Selection Regime) Regulations
2023. For the avoidance of doubt , the provisions of the Procurement Act 2023
do not apply to this award.
