## Summary

The Met Office commissioned research and experimental development services for visualisation prototypes under its ARCTIC programme. The work covers two GIS-based layers: a trafficability layer showing cross-country mobility, using Python science code, vehicle type, weather and soil data; and a sea-ice accretion layer using science code and weather data. The second prototype already exists and requires its underlying science code to be updated. Delivery is across the United Kingdom. This is a specialist geospatial and scientific software requirement, suited to suppliers combining GIS visualisation, environmental data processing and software development expertise. The buyer is the Met Office, a central government public authority based in Exeter.

The procurement has reached the award stage and is recorded as complete. It used a selective procedure with an award under a framework agreement; the call-off was not competitive. One lot was awarded separately to CACI LIMITED for £173,095 excluding VAT (£207,714 including VAT). The award date was 6 August 2026. The standstill period ends on 17 August 2026, with contract signature scheduled for 18 August 2026. The contract period is 1 September 2026 to 30 March 2027. The award covers research and experimental development services delivered in the United Kingdom. The selected supplier is CACI LIMITED, a large UK company based in London. The award remains pending completion of the immediate award and signature milestones.

This procurement shows demand from the Met Office for specialist teams able to turn scientific models and environmental data into usable GIS visualisation prototypes. Credible competitors for a future requirement would need strong Python development capability, experience integrating science code with weather and soil datasets, and the ability to model vehicle mobility or trafficability across terrain. They would also need expertise in sea-ice processes and updating existing scientific software rather than only building new systems. The requirement favours suppliers that can combine geospatial information systems, software engineering, data visualisation and scientific research skills in one delivery team. Experience producing prototype layers for public-sector, defence, environmental or operational planning users would strengthen their position when this buyer next needs comparable work.

## Notice

Creating prototypes to determine which GIS too needs to be used: 1. Trafficability (cross country mobility) layer - based on science code in python language that includes vehicle type, weather data, and soil type. 2. Sea ice accretion layer - also based on science code and weather data. A version of this prototype has already been made but we need to update the science code.
