## Summary

NHS England intends to commission a market research service to deliver the U16 Cancer Patient Experience Survey (U16 CPES). The work will gather inclusive patient insight from children and young people with cancer, supporting representative, high-quality evidence about their experiences of diagnosis and treatment. The requirement is planned as a single service lot and is classified as market research services. NHS England is the buying organisation. The survey is a national UK service, with delivery expected to cover the population and patient experience relevant to NHS England rather than a named local site. The planned service is intended to support four survey cycles for people under 16 with cancer.

This procurement is at the planning and preliminary market-engagement stage; NHS England has set out an intention to procure but has not invited tenders. The expected procedure and procurement method have not been settled in the published information. NHS England is seeking feedback on innovative survey approaches that increase response rates while preserving representativeness and response quality. The planned contract is expected to run for 58 months, from 1 May 2027 to 1 March 2032, and is intended to support four U16 CPES cycles. The estimated value is £957,000 excluding VAT, or £1,148,400 including VAT. NHS England expects the next notice to be published on 2 November 2026. Market-engagement feedback is requested by 2 September 2026.

The work will suit market research agencies, social research organisations and specialist survey providers with experience designing and delivering patient or public experience research. Strong candidates are likely to offer innovative methods for improving response rates without introducing bias, alongside robust sampling, questionnaire design, fieldwork, data collection and analysis. Capability in research involving children and young people, cancer services or other sensitive healthcare settings would be relevant, as would demonstrable understanding of inclusivity, representativeness and response quality. The requirement is marked as suitable for small and medium-sized enterprises and voluntary, community or social enterprises, so specialist organisations of these types should consider preparing evidence of relevant delivery experience, quality controls and the ability to support repeated survey cycles.

## Notice

Cancer in children and young people is rare and yet the biggest cause of premature death for children and young people aged 5-14 years . In the UK, around 2,000 children under 15 are diagnosed with cancer each year, with acute leukaemias and cancers of the brain and spinal cord being the most common types of childhood cancer. As it is rare, childhood cancer is often difficult to identify; diagnosis may come late and treatment can be difficult. The risk factors for developing cancer are also not well understood, compounding further the need for inclusive patient insight. NHS England is looking to award a contract for 58 months; 1 May 2027 - 1 March 2032 . This contract length is designed to allow for delivery of four cycles of U16 CPES.
