## Summary

National Highways Limited procured support and maintenance for its Stopped Vehicle Detection (SVD) radar estate on UK smart motorways. National Highways later proposed modifications covering warranty support, out-of-hours swap-out support and specialist support at Hindhead Tunnel. These modifications are valued at £731,973.83 excluding VAT, with a corrected revised contract value of £2,706,699.58 excluding VAT, or £3,248,039.50 including VAT. The procurement had one completed lot, suitable for SMEs, and the award was based on the existing supplier’s exclusive technical rights and compatibility with installed equipment.

This award demonstrates demand from National Highways for specialist suppliers able to support safety-critical stopped-vehicle detection systems on a nationwide road network. A credible future competitor would need expertise in traffic monitoring, radar-based detection, road safety or signalling equipment, and the maintenance of integrated hardware and software estates. Technical capability would need to include equipment replacement, configuration, integration, upgrades, warranty support and responsive out-of-hours assistance. Experience at complex locations such as tunnels would be relevant, as would the capacity to maintain continuity across assets already deployed in live operational environments. Suppliers would also need to address compatibility with existing systems and demonstrate that their solution can operate reliably without creating disproportionate technical or operational difficulties for National Highways.

Stopped Vehicle Detection radar are used on smart motorways in the UK to automatically identify vehicles that have come to a halt in live lanes. Its purpose is to quickly alert traffic control centres so they can close lanes, warn other drivers, and dispatch help, improving safety and reducing collision risks. The purpose of the proposed contract is to provide support and maintenance services in relation to the radar that form part of the Stopped Vehicle Detection system.

### Procurement Information

Single supplier - technical reasons This is a transparency notice to inform the market that National Highways is directly awarding a contract to Navtech Radar Limited for Stopped Vehicle Detection (SVD) for a period of 12 months from 1st September 2026 to 31st August 2027. This direct award is made under Section 41(1)(a) and Schedule 5, Paragraph 5 and 6 of the Procurement Act 2023. 1.The proposed supplier has exclusive (intellectual property) rights in the hardware and software already supplied to National Highways and do not share /re-sell/licence any of its designs/intellectual property with/to third parties. Without these, no other supplier could provide the support and maintenance services under the proposed contract to the pre-existing hardware. For the same reasons, no other supplier could provide upgrades to existing hardware. 2. The only means by which another supplier could provide services and supplies similar to those under the proposed contract would be to replace the existing hardware with an alternative solution. Very significant investment has been made to deploy the existing hardware and the majority of these assets still have a number of years before they reach 'end of life'. To undertake a wholesale replacement of the hardware at this juncture would therefore be disproportionate and unreasonable. The new contract will ensure continuity of these essential service.
