## Summary

Neath Port Talbot County Borough Council is in the planning stage of a public procurement process to establish a multi-Lot Minor Works Open Framework, with expectations to begin the tender process in the coming months. This procurement, aligned with Welsh devolved regulations, consists of various categories such as Roofing, Specialist Flooring, Scaffolding, Mechanical, Electrical, and General Minor Works, amongst others. A ‘Meet The Buyer’ event supported by Business Wales is scheduled for 2nd September 2026 at Blanco’s Hotel & Restaurant in Port Talbot, offering an opportunity for suppliers to engage and gather insights into the framework’s scope and process. The project, with a gross value of £24,000,000, aims to provide construction and maintenance services for different public infrastructures across the UKL17 region, with a procurement framework agreement extending potentially until 2035.

This forthcoming tender presents significant business growth opportunities, particularly for SMEs and VCSEs involved in the construction and maintenance sectors, as they can leverage this framework agreement for sustained work and collaboration with public authorities. Engaging in this opportunity, especially through the pre-market engagement event, allows businesses to connect directly with council officials and understand the procurement strategy and social value components tied to each contract lot. Companies specialising in fields like mechanical installations, roofing, or flooring are particularly well-suited to compete and benefit from the framework’s structured approach to minor works, supporting their expansion within the public sector in Wales.
