## Summary

Jigsaw Homes Group is seeking waste management companies to maintain or consolidate waste management services across its regions, improving consistency and efficiency. The requirement is divided geographically into four service areas: North, covering sites in Chorley; Manchester, covering Openshaw, Miles Platting and Atherton; Tameside, covering the Globe Lane Depot in Dukinfield; and East Midlands, covering the Morris Court depot at Colwick, Nottingham. The successful provider or providers will deliver waste management services for the relevant sites and support the transition from the current arrangements. Suppliers can bid for one, two, three or all four areas, depending on their size, capability and service levels. The buyer is Jigsaw Homes Group, a public undertaking based in Ashton-under-Lyne.

The procurement has reached tender: Jigsaw Homes Group invited offers through an open, below-threshold competition under the UK Procurement Act 2023. Enquiries and tenders were due by 4 September 2026 at 12:00. Each lot is scheduled to run from 2 November 2026 to 1 November 2029, with a possible extension to 1 November 2030 by mutual agreement, based on KPI performance. The total estimated value is £640,000 excluding VAT, or £768,000 including VAT. Lot values excluding VAT are £180,000 for North, £80,000 for Manchester, £300,000 for Tameside and £80,000 for East Midlands. Each lot is evaluated on price at 70% and quality at 30%.

This opportunity suits waste management companies able to provide reliable services across one or more of the four geographical areas. The buyer expressly allows bids for individual lots or combinations of lots, making the requirement suitable for smaller and medium-sized businesses as well as larger operators with wider coverage. Suppliers should be able to mobilise to the buyer’s timetable and be operational from 2 November 2026. The procurement specifically expects bidders to demonstrate the size, capability and service levels needed for the areas they select. Performance will be monitored through key performance indicators, and strong performance is relevant to the potential one-year extension. The evaluation gives quality a significant weighting alongside price.

## Notice

The current service is managed by two different waste management service providers across the four lots, and the purpose of this tender is to maintain or consolidate our waste management provider(s) on the same terms and conditions to ensure consistency and efficiency across all the Jigsaw Homes Group regions. The tender is split into four lots, and the tendering Waste Management Companies can bid for just one, two, three or all four lots dependent on their size, capability and service levels; - Lot 1 - North - Lot 2 - Manchester - Lot 3 - Tameside - Lot 4 - Midlands The successful Waste Management Provider(s) will be expected to mobilise to our timescale and be operational by 2nd November 2026, please refer to Section 1.10 the Tender Process Summary below for more details. The initial contract period is for three years, with the possibility of an extension for a further one year (potential of a four-year contract) by mutual agreement. This Tender will comply with the UK Procurement Act 2023.
