## Summary

Waste & Resources Action Programme (WRAP) procured web development support to create a Collectors Hub within its existing Business of Recycling website. The hub is intended for private and public waste collectors, providing good-practice guidance, resources and tools for England and Northern Ireland. The work involves developing the hub structure within Contentful, under the existing website umbrella, while working with the established WRAP house style and technical environment. The wider website uses NextJS, Contentful as a headless content management system, Digital Ocean hosting and GitHub for code management. This is a digital services requirement focused on website development and content-management implementation, with the primary service classification being website design services.

The procurement has been completed and the single lot was awarded to Etch Software Ltd, a Canterbury-based SME. The award was made on 6 August 2026 under a selective procedure, using a below-threshold award under a framework; the process was competitive. The awarded value is £17,646 gross, including VAT, in GBP. The contract period runs from 10 August 2026 to 31 March 2027. The stated evaluation basis is the competitive framework award route. A contract signature milestone was scheduled for 7 August 2026. The requirement was below the relevant threshold and covered services for one lot. The award is active, while the overall tender status is complete.

This opportunity indicates demand from WRAP for specialist web development that can extend an established public-facing digital service rather than build an entirely separate platform. Suppliers best placed for comparable work would have practical experience developing within Contentful, integrating or supporting NextJS websites, managing code through GitHub and working with cloud-hosted environments such as Digital Ocean. Credible competitors would also understand information architecture for guidance, resources and online tools, and be able to create clear, usable structures for professional audiences in the waste sector. Experience adapting a shared website framework for distinct national audiences, particularly England and Northern Ireland, would be relevant, alongside the ability to work consistently with an existing house style and content-management approach.

## Notice

The "Business of Recycling" tool was developed based around the WRAP house style and is used on all resources associated with this work. The website is built using NextJS and uses Contentful as a headless content management system. The site is hosted on Digital Ocean, and the codebase managed in GitHub. The web content hosted on the England and NI BoR websites currently is primarily targeted at waste producers i.e. those businesses in scope of workplace recycling obligations. Guidance hosted on each nation's BoR site is unique to each nation, based on the various legal obligations in place. WRAP now wishes to create a Collectors Hub for both England and NI, built under the umbrella of the BoR website, to provide a dedicated area for good practice guidance, resources and tools aimed at private and public waste collectors. At present a separate Welsh Hub is not required, but there is a possibility in future that one might need to be created. Using the existing BoR website as a starting point, WRAP is seeking a supplier to provide development support to create a Collectors Hub structure for both England and NI within Contentful.
