## Summary

Leicestershire County Council procured temporary waste disposal and treatment services to support its Recycling and Household Waste Site operations. The requirement arose because a key treatment facility serving the Market Harborough and Kibworth area was temporarily unable to accept waste, while alternative facilities could not guarantee sufficient additional capacity and would have increased haulage pressures. The service covers the short-term diversion of waste to an alternative treatment outlet, helping maintain waste management operations during this disruption. The procurement is for services delivered in Leicestershire, with the awarded item classified as refuse disposal and treatment. The council is the public-sector buyer and commissioning authority.

The procurement is complete and the contract was awarded directly without competition, using a below-threshold procedure. The council selected MICK GEORGE RECYCLING LIMITED because an urgent alternative outlet was required and there was insufficient time to run a competitive procurement exercise. The award date was 7 August 2026. The contract was signed on 7 August 2026 and runs from 7 August to 6 September 2026. The awarded value is £34,000 excluding VAT, or £40,800 including VAT. There was one completed lot and one active award, to Mick George Recycling Limited. The procurement was evaluated through the council’s consideration of available short-term contingency options rather than a competitive tender process.

This requirement indicates demand for waste disposal and treatment capacity that can be brought in quickly when a council facility becomes unavailable. Suppliers well placed for comparable work would need suitable treatment or disposal outlets, enough available throughput to absorb diverted waste, and the operational capability to support Recycling and Household Waste Site services at short notice. Experience managing waste movements, coordinating with a public-sector waste operation and maintaining continuity when normal treatment routes are disrupted would strengthen credibility. Local or regionally accessible facilities may be advantageous where alternative routes could increase haulage requirements, but the key commercial capability is dependable contingency capacity for refuse disposal and treatment in support of Leicestershire’s waste network.

## Notice

Leicestershire County Councils Waste Delivery is currently experiencing significant demand for Recycling and Household Waste Site (RHWS) services at a time when there are a number of operational challenges across the waste management system. One of the key treatment facilities used by the Authority, which serves the Market Harborough and Kibworth area, is temporarily unable to accept waste due to ongoing capacity and off-take issues. Alternative options have been explored. The option of diverting waste to existing treatment providers was considered; however, capacity restrictions at facilities mean that sufficient additional throughput cannot be guaranteed during this period and the significantly longer travel times for other waste sites would place additional pressure on the Authority's internal haulage resources during an exceptionally busy period thus making them unviable as it would have wider impacts on operational efficiency and resilience across the service. Due to the urgency at which an alternative outlet is required and because LCC had no prior warning of the existing sites being made unavailable, LCC do not have the time to run a procurement exercise and have therefore chosen to award the contract directly. This is a temporary solution that LCC does not expect to be required any longer than four weeks. Following consideration of the available options, Mick George has been identified as the most appropriate short-term contingency arrangement.
