## Summary

The public procurement process spearheaded by Bromford Flagship Livewest Limited (BFL) involves a preliminary market engagement for an e-procurement system. The organisation seeks input from suppliers for developing a modern, cloud-based platform to support the complete procurement and contract management lifecycle. Located in Tewkesbury, United Kingdom, BFL is functioning under the planning stage for this procurement project, with the initiative published on 6th August 2026. This endeavour is specifically aimed at the software sector, focusing on software package and information systems. Interested suppliers are encouraged to participate in this Request for Information (RFI) by contacting BFL by 17th August 2026, 12:00 pm.

This tender provides substantial opportunities for businesses specialising in software solutions and information systems. Companies capable of offering advanced procurement, contract management, and supplier relationship management platforms, particularly those which integrate seamlessly with Microsoft Dynamics 365, Microsoft 365, Power BI, and related enterprise systems, will find this opportunity appealing. This is a promising avenue for businesses with expertise in AI-assisted procurement, data analytics, and compliance solutions, opening doors to long-term collaboration with a public authority that values innovation and capacity for future growth. The estimated contract value indicates a significant business opportunity, making it particularly suitable for well-established software companies aiming to expand their portfolio in the public sector.

## Notice

BFL is undertaking market engagement to inform the development of a future procurement and contract management solution. We are seeking information from suppliers capable of delivering a modern, cloud-based platform that supports the end-to-end procurement lifecycle, including procurement compliance, eTendering, supplier management, contract management, reporting, governance, and integration with existing enterprise systems. This exercise is a Request for Information (RFI) and budgetary quotation only. It is not a call for competition and does not constitute any commitment to procure services. BFL currently operates multiple systems across procurement, contract management and related business processes. The organisation is exploring options for consolidating capabilities into a single strategic platform that: - Supports compliance with the UK Procurement Act 2023. - Integrates with the Central Digital Platform (CDP). - Provides end-to-end sourcing and contract management functionality. - Integrates with Microsoft Dynamics 365, Microsoft 365, Power BI and associated business systems. - Supports future expansion into Supplier Relationship Management (SRM), advanced analytics, supply chain management and AI-assisted procurement.
