## Summary

NHS South Yorkshire Integrated Care Board commissioned Swallownest Health Centre to provide locally enhanced healthcare services for people in Rotherham. The requirement is for general practitioner services supporting the Rotherham population, delivered alongside the existing GP Framework services rather than as a standalone service. The commissioning model is intended for providers that already deliver the relevant GP services and can meet the local contract and service specification. Delivery is centred on Rotherham, with the successful provider based in Swallownest, Sheffield. The service is paid according to activity delivered and local prices, using the relevant unit prices under the nationally mandated NHS Payment Scheme. This is therefore relevant to GP practices and primary care providers able to deliver enhanced local services as part of an established GP service.

The procurement is complete and the contract was awarded to Swallownest Health Centre under the Health Care Services (Provider Selection Regime) Regulations 2023. The buyer used direct award procedure B, without prior publication of a call for competition, because the enhanced services depend on an existing GP Framework contract and were awarded to an existing provider group. The award date was 1 April 2026, and the contract runs from 1 April 2026 to 31 March 2027. The contract record gives an awarded value of £1, although the requirement states that payment is activity-based and its overall value is unknown. Evaluation was based entirely on quality, weighted at 100%; cost carried no weighting. One bid was recorded. The contracting process states that no conflicts of interest were identified.

This award shows demand from NHS South Yorkshire Integrated Care Board for locally enhanced services delivered through general practice in Rotherham. A credible future competitor would need to be an established GP provider with the contractual standing to deliver the underlying GP Framework services, because the enhanced services are interdependent with that framework and are not intended to operate independently. The supplier would also need to meet the local contract and service specification, deliver activity in line with the nationally mandated NHS Payment Scheme, and operate within the buyer’s local pricing and reporting arrangements. The outcome indicates that quality is the decisive consideration for this requirement, while cost is not scored. A small or medium-sized GP practice may be well placed where it already has the necessary framework relationship, clinical capacity and local delivery capability.

### Lot Information

Lot 1

The provider is commissioned to deliver locally enhanced services for the Rotherham
population. This contract Award has been made following direct award process B under the
Provider Selection Regime.
These contracts are awarded to an existing group of providers. Although we would not
restrict the number of providers who deliver these LCS services provided they meet the
contract and specification criteria, the primary reason that these services can only be
delivered by this group of providers (GP) is because they are required to hold a contract via
the GP Framework and deliver the LCS alongside these services; the LCS is designed to
enhance the GP Framework contract and not stand alone, therefore, interdependency
between the two services is paramount.

The provider is paid on an activity basis based on local prices. The contract award is from
01/04/2026 to 31/03/2027. This is an existing service from an existing provider. Additional information: The contract value is unknown. The provider is paid in line with the relevant unit prices for the activity delivered in accordance with the nationally mandated NHS Payment Scheme.

### Procurement Information

This is a Provider Selection Regime (PSR) confirmation of contract award. The contract has
been awarded under the Health Care Services (Provider Selection Regime) Regulations
2023. For the avoidance of doubt , the provisions of the Procurement Act 2023
do not apply to this award.
