## Summary

NHS South Yorkshire Integrated Care Board commissioned Thorpe Hesley Surgery to deliver locally enhanced services for the Rotherham population. This is a health service procurement covering general-practitioner services, designed to enhance and operate alongside the GP Framework rather than as a standalone service. Delivery is in Rotherham. The commissioning organisation is based in Sheffield. The requirement concerns an existing service delivered by an existing provider, with services commissioned for local patients and paid according to activity delivered. The successful supplier, Thorpe Hesley Surgery, is classified as a small or medium-sized enterprise. The arrangement is intended for providers able to deliver locally enhanced GP services in conjunction with the relevant GP Framework contract and its service specifications.

The procurement has been completed and awarded to Thorpe Hesley Surgery. The award decision was made under the Health Care Services (Provider Selection Regime) Regulations 2023, using direct award procedure B without prior publication of a competition notice. The award date is 1 April 2026 and the contract period runs from 1 April 2026 to 31 March 2027. The lot description states that the contract value is unknown and that payment is activity-based at local unit prices under the nationally mandated NHS Payment Scheme; the contract record separately records a value of £1. Evaluation was based entirely on quality, with cost carrying no weighting. One bid was recorded. The published lot is marked cancelled, although the award and contract are active.

This outcome indicates demand for locally enhanced GP services that are integrated with an existing GP Framework contract. Suppliers seeking comparable work would need to be an eligible GP provider able to hold or work through the relevant framework arrangement, deliver the enhanced services alongside core framework services, and meet the associated contract and service specification criteria. Operational capability should include activity-based delivery and the ability to work with local NHS payment arrangements and nationally mandated payment rules. Because quality was the sole evaluation consideration, a credible competitor would need strong evidence of clinical service quality, reliable delivery for the Rotherham population and experience managing linked primary-care services. The successful supplier's SME status also shows that this type of requirement can be delivered by a smaller provider.

### Lot Information

Lot 1

The provider is commissioned to deliver locally enhanced services for the Rotherham
population. This contract Award has been made following direct award process B under the
Provider Selection Regime.
These contracts are awarded to an existing group of providers. Although we would not
restrict the number of providers who deliver these LCS services provided they meet the
contract and specification criteria, the primary reason that these services can only be
delivered by this group of providers (GP) is because they are required to hold a contract via
the GP Framework and deliver the LCS alongside these services; the LCS is designed to
enhance the GP Framework contract and not stand alone, therefore, interdependency
between the two services is paramount.

The provider is paid on an activity basis based on local prices. The contract award is from
01/04/2026 to 31/03/2027. This is an existing service from an existing provider. Additional information: The contract value is unknown. The provider is paid in line with the relevant unit prices for the activity delivered in accordance with the nationally mandated NHS Payment Scheme.

### Procurement Information

This is a Provider Selection Regime (PSR) confirmation of contract award. The contract has
been awarded under the Health Care Services (Provider Selection Regime) Regulations
2023. For the avoidance of doubt , the provisions of the Procurement Act 2023
do not apply to this award.
