## Summary

NHS South Yorkshire Integrated Care Board commissioned Treeton Medical Centre to deliver locally enhanced healthcare services for the Rotherham population. The requirement is for general-practitioner services, delivered alongside the provider’s existing GP Framework contract. The services are designed to enhance, rather than operate separately from, the GP Framework, so delivery depends on the interrelationship between the two arrangements. The buyer is based in Sheffield, while the service activity is in Rotherham. The selected provider is a small or medium-sized enterprise located in Rotherham. This is a primary care service requirement rather than a purchase of goods, construction, equipment or general consultancy. The arrangement concerns locally commissioned services supporting the Rotherham population through an established GP provider.

The procurement is complete and the award is active. It used Provider Selection Regime direct award process B, described as a limited procedure and an award without prior publication of a competition notice. The contract was awarded to Treeton Medical Centre and signed on 1 April 2026. The contract period runs from 1 April 2026 to 31 March 2027. The contract value is recorded as £1, although the underlying service value is described as unknown: payment is activity-based, using local prices and the relevant nationally mandated NHS Payment Scheme unit prices. Evaluation was based entirely on quality, weighted at 100%, with cost weighted at 0%. One bid was recorded. The award followed a decision by the Primary Care Delivery Group, with no conflicts of interest identified.

This award indicates demand for GP-led locally enhanced services that are integrated with an existing GP Framework rather than delivered as a standalone service. A credible competing provider would therefore need an established primary care operation serving the Rotherham population, the contractual standing to participate in the relevant GP Framework, and the clinical and operational capacity to deliver enhanced services alongside core GP provision. The buyer’s approach favours continuity with an existing provider group and depends on close interdependency between framework and enhanced services. Suppliers should be able to deliver measurable patient-facing activity, operate under NHS contractual requirements, and manage payment based on delivered activity and mandated unit prices. Quality capability is central: the evaluation gave quality all the stated weighting, with no price weighting.

### Lot Information

Lot 1

The provider is commissioned to deliver locally enhanced services for the Rotherham
population. This contract Award has been made following direct award process B under the
Provider Selection Regime.
These contracts are awarded to an existing group of providers. Although we would not
restrict the number of providers who deliver these LCS services provided they meet the
contract and specification criteria, the primary reason that these services can only be
delivered by this group of providers (GP) is because they are required to hold a contract via
the GP Framework and deliver the LCS alongside these services; the LCS is designed to
enhance the GP Framework contract and not stand alone, therefore, interdependency
between the two services is paramount.

The provider is paid on an activity basis based on local prices. The contract award is from
01/04/2026 to 31/03/2027. This is an existing service from an existing provider. Additional information: The contract value is unknown. The provider is paid in line with the relevant unit prices for the activity delivered in accordance with the nationally mandated NHS Payment Scheme.

### Procurement Information

This is a Provider Selection Regime (PSR) confirmation of contract award. The contract has
been awarded under the Health Care Services (Provider Selection Regime) Regulations
2023. For the avoidance of doubt , the provisions of the Procurement Act 2023
do not apply to this award.
