This framework aims to provide comprehensive consultancy solutions for various public sector projects across Scotland, including housing, construction, and building safety. The process is currently in the planning stage, with a focus on engaging with the market through pre-market engagements to refine the scope and structure of the framework. Key activities are scheduled to take place before the notice date of 30th November 2026. CS2 is intended to succeed the current Consultancy Services (CS1) and Multi-Disciplinary Consultancy (MDC1) frameworks and will provide a comprehensive consultancy solution for public sector organisations across housing, construction, asset management, retrofit, decarbonisation, building safety and wider built environment projects. The proposed scope, workstream structure and lotting arrangements remain subject to change and will be further developed following pre-market engagement with suppliers and public sector partners. ### Lot Information Lot 1 Consultancy Services (CS2) is one of SPA's upcoming Framework Agreements, and we are seeking input from the market to support its development. At this stage, we propose that the framework will cover the areas listed below. However, the scope remains subject to change following feedback received through the supplier and partner pre-market engagement sessions. We are keen to hear from organisations operating across consultancy and professional services disciplines, including but not limited to: Architectural Services Project Management Quantity Surveying Building Surveying Civil and Structural Engineering Building Services Engineering Principal Designer Services Employers Agent Services Planning Consultancy Retrofit and Decarbonisation Consultancy Compliance and Building Safety Services Multi-Disciplinary Consultancy Services If your organisation provides services relevant to the proposed framework, we encourage you to attend our in-person pre-market engagement session.
