## Summary

GA Trains Limited procured passenger automatic ticket gates for manufacture, supply, installation and commissioning across stations on its route network. The initial scope covers Hertford East, Manningtree, Rayleigh, Ware and Witham, with possible inclusion of Diss and Stowmarket and other stations through agreed contract variations. The requirement is for ticket-validation machines integrated with the railway’s existing ticketing environment, including Transport for London Oyster pay-as-you-go and contactless pay-as-you-go systems. The work is categorised as goods and is delivered at stations across the buyer’s route network. It supports improvements to gatelines and the reduction of fare evasion. The procurement was undertaken by GA Trains Limited, a public undertaking, for its passenger rail operations.

The procurement is complete and was awarded on 6 August 2026 to Cubic Transportation Systems Limited. The award value is £15,000,000 gross. It was a direct award under the utilities regime, justified on intellectual property and technical grounds: Cubic supplied, installed and maintains GA Trains’ existing automatic ticket gates and is stated to be the only supplier with the required interoperability. The single lot is complete. The awarded contract period runs from 19 September 2026 to 19 September 2032. It includes options for additional future requirements through formal variations agreed between the parties. A contract signature milestone was scheduled for 19 September 2026. The award is active and covers ticket gates at the identified stations and any agreed additions.

This procurement demonstrates demand for integrated railway access-control equipment rather than standalone gate supply. A credible future competitor would need to manufacture or provide passenger automatic ticket gates, install and commission them at operational railway stations, and support their ongoing maintenance. Proven interoperability with existing fare-payment systems would be central, particularly Oyster pay-as-you-go and contactless pay-as-you-go, alongside the ability to integrate proprietary or legacy gateline technology. Relevant suppliers would also need the technical capability, delivery capacity and rail-sector experience to work across multiple stations and support a substantial, multi-year requirement. The buyer’s use of a direct award shows that established intellectual property, exclusive technical capability and continuity with the existing gate estate were decisive factors for this requirement.

## Notice

GA Trains Limited (GATL) requires passenger automatic ticket gates (ATGs) to be manufactured, supplied, installed, and commissioned in various stations across its route network. This is in line with the PS33.4million fund to nationally crack down on fare evasion (https://www.gov.uk/government/news/334-million-to-fund-new-gateline-improvements). Five (5) stations have been identified in the initial tranche - Hertford East, Manningtree, Rayleigh, Ware, and Witham - with potential for ATGs to be installed at Diss and Stowmarket also. There may also be requirements for future stations to come into scope subject to business review and funding, and the contract shall allow for future requirements to be incorporated into the contract through a formal variation process between GATL and the supplier.

### Procurement Information

The requirement can only be met by a particular supplier due to intellectual property rights and technical reasons. GATL's existing estate of ATGs have been supplied, installed, and maintained by Cubic Transportation Systems Limited with integrations with Transport for London Oyster pay-as-you-go (PAYG) and contactless-pay-as-you-go (CPAYG) systems. The supplier is currently the only supplier with interoperability with this requirement, and four of the initial five stations within scope are within either CPAYG or CPAYG and PAYG boundaries. The ATGs are maintained under a separate agreement by the same supplier due to the same intellectual property and exclusivity rights. The ATGs incorporate proprietary technology specifically designed for their intended application which is not available from other suppliers, making the supplier the only provider capable of meeting the requirements.
