## Summary

The General Dental Council is procuring comprehensive office maintenance services for its premises in Birmingham and London. The requirement covers planned preventative maintenance and reactive repairs, including general building maintenance, electrical maintenance and minor electrical works, plumbing, heating, ventilation and air conditioning (HVAC). It also includes health and safety compliance inspections, corrective actions, emergency call-outs, routine inspections and proactive identification of potential faults. The contractor must keep the offices safe, functional, professional and efficient while minimising disruption to business operations. Services must comply with relevant health and safety legislation, statutory requirements and industry best practice. The procurement is for building installation repair and maintenance services, and is divided between the GDC’s Birmingham premises and its London premises.

The buyer has reached the tender stage and invited offers through a below-threshold open competition. Enquiries were due by 17:00 on 17 August 2026, and tenders were due by 12:00 on 1 September 2026; electronic submission is allowed. The estimated procurement value is £117,500 excluding VAT (£141,000 including VAT). Lot 1, Birmingham, is valued at £62,500 excluding VAT (£75,000 including VAT); Lot 2, London, at £55,000 excluding VAT (£66,000 including VAT). Each contract is planned from 1 October 2026 to 30 September 2028, with options to extend by up to three years, in annual or shorter increments, to 30 September 2031. Each lot is evaluated 60% on quality and 40% on price. Quality covers service delivery, staff capability, contract management, reporting, health and safety, compliance, and acceptance of terms and conditions on a pass/fail basis.

This opportunity suits facilities management, building maintenance and multi-trade engineering contractors able to provide coordinated planned and reactive services across office premises. Suppliers should be capable of handling general repairs alongside electrical, plumbing and HVAC maintenance, routine inspections, urgent call-outs and corrective work arising from compliance inspections. Strong proposals will need to demonstrate a clear delivery methodology, suitable service arrangements, qualified and experienced personnel, technical competence, contract management, performance monitoring, communication and reporting. Robust health and safety procedures, compliance arrangements and relevant policies are essential, as is acceptance of the buyer’s contractual terms. Both lots are identified as suitable for small and medium-sized enterprises. Participation is reserved to organisations located in the West Midlands, which is particularly relevant to businesses positioned to deliver the Birmingham lot.
