The service will support Westminster residents using the council-maintained public highway. The charge points were manufactured by Ubitricity, are compatible with Open Charge Point Protocol version 1.6 and form part of a wider network of 2,332 lamp-column charge points in Westminster. The procurement covers charge-point operation, management, maintenance, electrical equipment and installation-related work, together with repair and associated vehicle-equipment services. This is a services procurement with a concession regime. The council owns the charge points, which were acquired through a concessionary contract under the TfL GULCS Framework. This procurement is at the planning stage: Westminster City Council has announced its intention to re-procure the service and expects to use an open procedure. It is planned as one lot, with an estimated value of £2.4 million excluding VAT, or £2.88 million including VAT. The anticipated contract period is 3 August 2027 to 2 August 2032. The council expects the next notice to be published on 14 January 2027, with tender submissions expected by 14 February 2027 and an award decision by 30 April 2027. Before finalising the procurement, the council is conducting market engagement. Suppliers can respond to questionnaire SQ_30219 by 12 noon on 3 September 2026; clarification questions are due by 12 noon on 27 August 2026. The council expects electronic submissions in English. The work should suit operators of public electric vehicle charging networks, charge-point service providers and electrical engineering or maintenance businesses with experience managing equipment on public highways. Relevant capability is likely to include remote monitoring and customer support, fault diagnosis, preventative and reactive maintenance, electrical installation, asset management, contractor coordination and reliable service delivery for residents. Suppliers should be able to work with Ubitricity-manufactured equipment and Open Charge Point Protocol version 1.6, and manage a sizeable installed estate rather than a small pilot. The procurement is identified as suitable for small and medium-sized enterprises, so a capable specialist may be well placed to compete, either independently or through a consortium or delivery partnership. Market engagement offers suppliers a chance to explain workable operating models and help shape the eventual requirements. ## Notice Since Westminster City Council (WCC) carried out a pilot test of shared power supply charge points, or lamp column charge points (LCCP), alongside resident parking bays in 2017, the council has embarked on several significant expansion programmes resulting in a total of 2,332 LCCP being present on the WCC maintained public highway as of July 2026. This service is predominantly aimed at the Westminster residents, with just over 30% of parking permit holders owning an EV. This contract is currently let to Siemens Plc, with Ubitricity acting as a sub-contractor, and consists of 951 charge points (all manufactured by Ubitricity). All charge points were purchased by WCC through a concessionary contract procured via the TfL GULCS Framework. They have a working life of at least 10 years and are compatible with the Open Charge Point Protocol (OCPP) version 1.6, so there is an opportunity for a Supplier to provide a service for at least 5 years once the contract has concluded. ### Planning Information Our intention is to re-procure a service to operate, manage and maintain this stock of LCCP and we are interested to learn how this could be achieved so the Council are issuing a market engagement questionnaire, which will help us refine our final procurement solution.
