## Summary

The Department for Environment, Food and Rural Affairs (Defra) commissioned services to monitor and evaluate its FY26–30 Tree Programme. The work involves collecting data and documenting indicators each year to assess the success of publicly funded tree planting. It covers environmental indicator analysis and supports evaluation of the programme’s funded planting activity. Delivery is across the United Kingdom. The requirement is classified as services and relates to environmental monitoring and evaluation rather than tree-planting operations or construction. The buyer is a central government department, while the selected provider is Liverpool John Moores University, based in Liverpool. The procurement was arranged as a single requirement, with participation identified as suitable for small and medium-sized enterprises.

The procurement is complete and was awarded on 7 August 2026 to Liverpool John Moores University through a direct award. The stated justification was additional or repeat services: changing supplier was judged likely to create incompatible services, disproportionate technical difficulties, extra costs and delays. The award covers the single lot and is valued at £505,150.80 excluding VAT, or £606,180.96 including VAT. The award period runs from 18 September 2026 to 31 December 2026, with signature scheduled by 17 September 2026. A standstill period ends on 20 August 2026. The requirement was above the relevant threshold. The published procurement basis was a direct award under Schedule 5, Chapter 3, section 41 of the Procurement Act 2023.

This requirement indicates demand for specialist environmental monitoring and evaluation of a government-funded tree-planting programme. Relevant suppliers would need to design or operate robust methods for collecting environmental data, maintain consistent records, and document indicators that can show whether funded planting is achieving its intended outcomes. Annual measurement, analysis and reporting capability would be central to credibility, alongside experience evaluating public programmes or environmental interventions. Suppliers should be able to manage a defined national delivery scope and provide evidence that their outputs are compatible with existing monitoring arrangements. The buyer’s stated rationale shows that continuity, technical compatibility, operational efficiency and avoidance of additional cost or delay were important in selecting the incumbent, so a future competitor would need to address these factors clearly.

## Notice

This contract will be for the procurement of 'Services' from Liverpool John Moors University (LJMU), required for the monitoring and evaluation of the FY26-30 Tree Programme. LJMU will collect data and document indicators annually which evaluate the success of the Tree Programme's funded tree planting.

### Procurement Information

As per chapter 3 (Section 41), Schedule 5 of the 2023 Procurement Act, this contract meets the Direct Award/STA justification of "Additional or repeat goods, services or works" with the following conditions met for a public contract: "7. The public contract concerns the supply of goods, services or works by the existing supplier which are intended as an extension to, or partial replacement of, existing goods, services or works in circumstances where-- (a) a change in supplier would result in the contracting authority receiving goods, services or works that are different from, or incompatible with, the existing goods, services or works, and (b) the difference or incompatibility would result in disproportionate technical difficulties in operation or maintenance." Defra has reviewed the previous requirement and concluded that the continuation of this work can only be delivered efficiently and effectively by the incumbent supplier without incurring disproportionate technical difficulties, additional costs and delays.
