## Summary

Rhondda Cynon Taf County Borough Council (CBC) is in the planning stage of a procurement process titled "Secure Transport Services for Children and Young People." The project falls under the services category, specifically road transport services in Wales (region UKL) and is interested in engaging with the market for information-gathering purposes. The main objective is to identify experienced secure transport providers for the transport of children and young people by Welsh Local Authorities. An online market engagement event is scheduled for 25th August 2026, to inform potential providers about how to join the Secure Transport Framework. The process will help compile a list of capable suppliers, although no framework or public contract will be formally established under the current Procurement Act 2023. The contract period is set to run from 1st November 2026 to 1st November 2027, with a gross value of £120,000. Jessica Thomas can be contacted at Rhondda Cynon Taf CBC for further details.

This tender presents opportunities for growth, particularly for SMEs and voluntary, community, and social enterprises (VCSEs) interested in providing specialised secure transport services. Businesses focusing on safeguarding, risk management, and behaviour management training will find aligning themselves with this tender beneficial. The Council seeks providers with robust procedures in place, including safeguarding, safe recruitment, and adherence to the Welsh Government's Reducing Restrictive Practices Framework. The engagement event offers a valuable platform for businesses to explore collaboration, enhance capacity, and gain insights into delivering transport services that prioritise children's welfare.

## Notice

The Council, on behalf of the Children's Commissioning Consortium Cyrum (4C's) is undertaking preliminary market engagement to identify suitably capable and experienced secure transport providers for the secure transportation of children and young people, on behalf of Welsh Local Authorities. Due to the anticipated value and infrequent nature of the requirement, the Council does not currently intend to establish a framework or award a public contract, in regards to the Procurement Act 2023 as part of this exercise. This market engagement is being carried out for information-gathering purposes only and is intended to help the Council better understand the availability, capability and experience within the market. The intention is to develop a list of capable suppliers for use by Welsh Local Authorities for secure transport provision. The provision of secure transportation services for children and young people must be delivered in a manner that safeguards and promotes the welfare of the child or young person receiving the service. Providers should note that this is a specialist service and will be expected to meet the requirements of the Welsh Government's Reducing Restrictive Practices Framework. Providers will be required to have the following traing and practices in place: Safeguarding training and safeguarding procedures. Behaviour management training and approaches. Safe recruitment and robust employment checks. Safehold training and de-escalation techniques. Risk management, and safeguarding processes. Understanding and implementation of the restrictive practice framework. Ability to meet children's individual needs through appropriate resources, activities, and equipment.
