## Summary

Essex County Council procured technical testing and maintenance services for its road safety camera equipment in Essex. The requirement covers annual calibration of 11 RS-GS11 Sensys Gatso speed cameras and 40 GTC-GS11 Sensys Gatso red-light cameras. It also includes unlimited access to an internet-based service portal for raising incidents 24 hours a day, seven days a week. Periodic inspection covers checking equipment and site condition, functional testing, adjustments, cleaning, and necessary lubrication, with consumables included. Work must follow the equipment manufacturers’ recommendations, while customer-specific maintenance requirements can be agreed in advance. The buying organisation is Essex County Council, with delivery across Essex.

The procurement is complete and was awarded through a selective procedure under a framework agreement, without a competitive call-off. It comprised one lot. The contract was awarded to Cubic Transportation Systems Limited on 10 March 2026 for £385,599.94 excluding VAT, or £457,319.93 including VAT. The contract period runs from 10 August 2026 to 31 March 2028. The requirement was treated as a services contract for technical testing, analysis and consultancy. The awarded supplier is a large business based in Redhill. The procurement was above the relevant threshold. A planned signature milestone was set for 7 August 2026.

This award demonstrates established demand from Essex County Council for specialist road safety camera support combining calibration, periodic inspection, fault reporting and manufacturer-compliant maintenance. A credible competitor for a future requirement would need the technical capability to service Sensys Gatso speed and red-light camera systems, carry out accurate calibration and functional checks, and maintain equipment and its surrounding site environment. Relevant experience in road enforcement technology, planned preventative maintenance and technical testing would be important. Suppliers would also need to provide reliable incident management through a continuously accessible online service portal, respond to faults consistently, and supply routine consumables and lubrication as part of the maintenance service. The requirement is suited to organisations with specialist engineering resources and capacity to support a substantial camera estate.
