The education and training services cover sectors identified in Essex’s Local Skills Improvement Plan, across Essex, Thurrock and Southend. The planned areas were construction and the built environment, including clean energy; advanced manufacturing, engineering and aviation, including defence; creative and cultural industries, including tourism; digital technology; health, social care and medical technology, including life sciences; professional services, transport and logistics, including financial services; community and voluntary provision; and education. Delivery partners are required to meet reporting requirements for Essex County Council and the Department for Work and Pensions and Department for Education to secure funding. The buyer is Essex County Council, a local authority based in Chelmsford. The procurement is complete and has been awarded through a limited, closed competition using the CCS Adult Skills and Learning DPS (RM6348), without prior publication of a competition notice. Each lot was evaluated on technical quality at 70% and price at 30%, with 27 bids recorded for each awarded area. Contracts were signed on 16 July 2026. Credible competitors would need subject expertise in one or more of the specified areas, such as construction, engineering, aviation, digital technology, health and social care, creative industries, professional services, community provision or education.
