        "description": "You are invited to tender for the contract to clear waste illegally deposited on the Bolton House Road Site, Bickershaw, Wigan, WN2 4AB. It includes waste that has been deposited to the rear of the site on Diggle Flash (A nature reserve that is part of Bickershaw Country Park). The quantity of waste Wigan Council expects to be removed is estimated to be in the region of 18,000 tonnes. This is estimated following a LiDAR survey which calculated the volume of waste as 23,086 metres cubed. Wigan Council is conducting this procurement on an accelerated timetable due to an urgent requirement brought about by circumstances both unforeseeable and unattributable to Wigan Council. The urgent need is to clear an illegal waste site that presents an unacceptable risk to public health, environmental harm and outbreak of fire. Please note that the site has previously caught fire thus there remains a serious fire risk. The procurement timeline is reduced to c.15 days thus still allowing for sufficient competition. The breakdown of Lots for this urgent requirement isn't feasible for this requirement. In accordance with the principles of the Procurement Act 2023, Wigan Council considered whether the contract could be divided into lots. Following assessment, it was concluded that a single lot approach is appropriate due to the integrated nature of the urgent requirement and the need for consistent delivery, contract oversight along with supplier accountability.",

Hazardous material - Only hand sampling/visual site investigation has been undertaken to date. There is a risk other materials may be present underneath the waste. Vandalism/theft - The site is subject to a closure order linked to a criminal investigation, the likelihood of theft/vandalism of plant machinery should be considered and appropriate insurance in place. Fire - The site was subject to significant fire in early July 2025. The waste is still active with potential for the heat to rise particularly in warmer weather. Residual contamination - following removal of the waste contaminated soil/water may need to be addressed.
