## Summary

Oldham Metropolitan Borough Council procured the operation and activation of tennis facilities in Oldham parks. The service covers launching and managing the Club Spark booking system, collecting payments, handling court enquiries and driving participation across all facilities. The operator is responsible for increasing memberships, season-ticket uptake, pay-and-play bookings and coaching programmes, including LTA-recognised schemes such as local tennis leagues, the Free Tennis Offer and cardio tennis. The scope also includes creating a schools tennis programme, introducing disability activities such as walking and wheelchair tennis, and building links with community groups to reach underserved communities. The council retains control of the maintenance schedule. This is a sports-facilities operation and sports-participation service for Oldham.

The procurement is complete and the contract was awarded on 7 August 2026 to WE DO TENNIS C.I.C., following a below-threshold limited competition with two final-stage bids. The award value is £500 excluding VAT and £520 including VAT. The contract runs from 1 September 2026 to 31 August 2029, with an option to extend by a further one year plus one year if service and delivery performance measures are met, giving a possible maximum end date of 31 August 2031. This is a concession arrangement: the operator pays the council 50% of generated revenue monthly. The Club Spark booking system costs £500 per year. The award covers one completed lot and the winning supplier is an SME.

This procurement shows demand for an established tennis operator able to run a public-park tennis service commercially while widening participation. A credible competitor would need proven experience operating multiple tennis facilities, increasing memberships, bookings and coaching activity, and managing all customer payments and enquiries. The requirement favours an operator with LTA approval and the capability to deliver recognised participation schemes, including local leagues, free tennis and cardio tennis. Experience of working with schools, education partners and community organisations would be important, as would practical delivery of inclusive disability programmes such as walking and wheelchair tennis. Strong community engagement is needed to reach people facing inequalities and harder-to-reach groups, alongside reliable booking-system management and performance against service and delivery measures.
