## Summary

The National Oceanography Centre commissioned electrical installation works to modernise lighting at its Energy Centre, canteen and Rock Laboratory in Southampton, together with selected University of Southampton teaching rooms. The scope covers replacing existing luminaires with a Thorlux SmartScan LED lighting system, including emergency lighting, electrical alterations, testing, commissioning and integration of intelligent lighting controls. It also includes removing and disposing of the existing luminaires in an environmentally compliant manner. The work forms part of the Centre’s estate-wide lighting modernisation programme, intended to improve energy efficiency, lighting performance and maintenance requirements while supporting carbon reduction and sustainability objectives across operational and teaching environments.

This procurement is complete and was awarded directly without competition under a below-threshold procedure. MJG Mechanical Services Limited was selected for the single works lot, with the award made on 6 August 2026. The contract was signed on 6 August 2026 and runs from 20 August to 16 October 2026. Its value is £231,737.84 excluding VAT, or £278,085.41 including VAT. The buyer justified the direct award because MJG was already delivering the wider site-wide Thorlux SmartScan upgrade. Continuity, technical consistency, integration with the existing programme, avoidance of duplicated mobilisation and project-management costs, and reduced risk of delay or disruption were considered the most commercially advantageous basis for the decision.

This requirement demonstrates demand from the National Oceanography Centre for specialist commercial and institutional lighting upgrade capability. A credible future competitor would need to deliver Thorlux SmartScan LED installations, emergency lighting and associated electrical modifications across operational, laboratory, catering and teaching environments. Relevant capability also includes safe removal and environmentally compliant disposal of existing luminaires, electrical testing, commissioning and integration of intelligent controls. Experience managing works around occupied facilities and maintaining continuity with an estate-wide modernisation programme would be important, as would the ability to coordinate multiple site areas without disrupting operations or teaching. The award also indicates that technical compatibility with existing lighting infrastructure and efficient mobilisation can materially influence the buyer’s assessment.

## Notice

This contract provides for the replacement of existing lighting installations within the National Oceanography Centre (NOC) Energy Centre, Canteen, Rock Laboratory and selected University of Southampton teaching rooms with a Thorlux SmartScan LED lighting system. The works comprise the removal and environmentally compliant disposal of existing luminaires, installation of new LED lighting and associated emergency lighting, electrical alterations, testing, commissioning and integration of intelligent lighting controls. The project forms part of NOC's ongoing estate-wide lighting modernisation programme and will deliver enhanced energy efficiency, reduced maintenance liabilities, improved lighting performance and support the organisation's carbon reduction and sustainability objectives. MJG is currently delivering the wider NOC site-wide Thorlux SmartScan lighting upgrade programme. Following the allocation of additional project funding, the award of these further works to the incumbent contractor represents the most commercially advantageous solution, ensuring continuity of delivery, technical consistency and seamless integration with the existing programme. Appointment of an alternative contractor would result in additional procurement, mobilisation and project management costs, together with an increased risk of programme delays and operational disruption. Awarding the contract to MJG therefore secures efficiencies in delivery, avoids duplication of overheads and provides optimum value for money whilst maintaining business continuity across operational and teaching environments.
