## Summary

The Police and Crime Commissioner for South Wales is inviting tenders for an independent review of public space CCTV provision across several local authority areas within South Wales. This procurement, under an open competition method, aims to assess current CCTV arrangements and develop recommendations for future improvements covering areas such as public safety and crime prevention. The project will encompass the regions of Bridgend, Cardiff, Merthyr Tydfil, Neath Port Talbot, Rhondda Cynon Taf, Swansea, and Vale of Glamorgan. Interested parties must submit their tenders by 28th August 2026, with the enquiry period ending on 21st August 2026. The anticipated contract period will run from 19th October 2026 to 18th April 2027, and the estimated contract value is £50,000, excluding VAT.

This tender presents significant opportunities for businesses specialising in surveillance systems, research consultancy, and evaluation services. Firms that are adept at providing innovative solutions and have experience in public sector consultancy are particularly well-suited for this project. Additionally, the procurement process encourages participation from small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs), offering a platform for these businesses to demonstrate their capabilities in enhancing community safety infrastructure. Engaging in this contract will enable companies to contribute to public safety advancements and potentially secure a foothold in the growing sector of security and monitoring services.

## Notice

Emma Wools, the Police and Crime Commissioner for South Wales ("the Commissioner") made a pledge in her election manifesto to perform a review of Closed-Circuit Television (CCTV) arrangements across the seven Local Authority (LAs) areas within the South Wales police area. CCTV plays a critical role in enhancing public safety, preventing and detecting crime and supporting community reassurance across South Wales. It supports the delivery of South Wales Police and partnership priorities including; tackling serious violence and anti-social behaviour, protecting vulnerable people, and maintaining safe and vibrant town centres and night-time economies. An independent review shall be commissioned by the Commissioner to provide a comprehensive assessment of current public space CCTV provision. The review shall consider the contribution, needs and opportunities presented by LAs, policing, community safety partners and other relevant stakeholders across the South Wales Police force area. The geographical area covers the seven Local Authority areas of Bridgend, Cardiff, Merthyr Tydfil, Neath Port Talbot, Rhondda Cynon Taf, Swansea and Vale of Glamorgan. The review shall provide recommendations that ensure public space CCTV capability remains effective, sustainable, and fit for purpose in supporting crime prevention, public safety, and policing and partnership objectives, while establishing a clear blueprint for future delivery arrangements beyond May 2028, when new police governance arrangements are anticipated to be in place. **Contract dates are provided for guidance only and are dependent upon the successful completion of vetting.
