## Summary

ScotRail Trains Limited is conducting a pre-qualification activity for a forthcoming formal tender process, seeking suppliers for leasing high-performance industrial pressure washer systems. The service focuses on cleaning services of transport equipment, particularly railway rolling stock and depot infrastructure at five depots: Corkerhill, Eastfield, Haymarket, Inverness, and Shields across Scotland (UKM region). This tender is in its tender stage, with a deadline for submission set for 14th September 2026. The procurement falls under the services category using a selective negotiated procedure with a prior call for competition, adhering to the UK health, safety, and environmental regulations.

This tender offers an opportunity for businesses that specialise in heavy-duty cleaning equipment and services, particularly those adept in pressure washing technology suitable for industrial applications. Suppliers with solutions that align with a circular economic model, focusing on the long-term sustainability and reliability of equipment, would be particularly well-suited to this contract. With a contract value worth £5,500,000, it presents substantial business growth potential, especially for companies eager to expand their services into the railway maintenance sector. Competing businesses have the opportunity to showcase innovative cleaning solutions that could lead to ongoing collaborations with ScotRail, a significant player in the UK's railway services industry.

### Lot Information

Lot 1

This is a pre-qualification activity in advance of a formal tender process. ScotRail requires a Service Provider (SP) to provide the Lease of high-performance industrial pressure washer systems suitable for cleaning railway rolling stock and depot infrastructure. The system will be installed outside the maintenance sheds, with small delivery stations with hoses inside the shed. The water will be supplied via fixed piping into the shed, the electrical connection will be supplied as well as concrete base for the machine to be sited. The supplier will be responsible for providing detail to attach to the pressure washer equipment. We require a quantity of 9 Pressure washers across 5 ScotRail depots/locations: Corkerhill (1), Eastfield (1), Haymarket (4), Inverness (1) and Shields (2). The reliability and availability of pressure washers is of high importance to the on-going maintenance activities at depots and as such the requirement of asset technology refresh, economy principles and long term sustainability is vital which will also assist with our commitment to ISO standards and continual improvement. A proven structure for on-going renewal and upgrade to ensure the machine is always highly performing and reliable to the end user. Our preference is for a "Circular model" type solution (A circular model is an economic system designed to eliminate waste, keep materials in use, and regenerate natural systems, built around three core principles: eliminate waste and pollution, circulate products and materials, and regenerate nature). General Location: Outdoor installation adjacent to the railway maintenance shed at the 5 depots as above. Application: Cleaning of train exteriors, bogies, underframes, and shed floors and pits. Operation: Capable of frequent daily use in a heavy-duty industrial environment. Compliance: Must comply with UK health, safety, and environmental regulations. Background Information on our existing arrangements. The depots require a safe and reliable system for pressure washing activities. There is currently a variety of equipment at each depot which this system will look to replace. Fixed pressure washer kits within the sheds, varying in ages and condition. Fixed pressure washer kits out-with sheds or held in plant rooms varying in ages and conditions. Industrial portable pressure washers which can be moved from building to building, most kit is well used and older. Small local pressure washer kits due to use don't have a long life span. The portable kit has lengthy cables, hoses and/or is fuelled by diesel and then transported around site enhancing manual handling risk, safety risk due to hot exhausts, environmental risk with moving fuel round. See PQQ document at ScotRail link above for further details.

Renewal: Potential extension of up to 24 months
