## Summary

NHS England intends to procure national generic pharmaceutical products through Project Revive, supporting resilience and patient access in the NHS secondary-care supply chain. The programme is being delivered with the Medicines and Healthcare products Regulatory Agency and Medicines UK. It aims to reactivate dormant or unmarketed MHRA-approved marketing authorisations for critical medicines and to develop new supply routes in strategically important areas. The procurement is for goods rather than services or works and is expected to cover supply across NHS England. Specific products will be set out in the future invitation to tender. This is relevant to pharmaceutical manufacturers, marketing-authorisation holders and other suppliers able to provide generic medicines for secondary-care use, including businesses developing new routes to market.

This procurement is at the planning stage: NHS England has announced its intention to tender, but has not yet issued an invitation to tender. The expected procedure is a framework agreement, with the tender issue expected on 1 October 2026. Market engagement is scheduled to run until 25 September 2026. The planned contract is expected to start on 1 April 2027 and run for 22 months to 31 January 2029, with an extension option allowing a maximum total term of 48 months, to 31 March 2031. The recorded estimated value is £1 excluding VAT and £1.20 including VAT. The procurement is above the applicable threshold and is planned as one lot, identified as suitable for small and medium-sized enterprises.

The procurement is intended for suppliers with the regulatory, manufacturing and distribution capability to bring generic pharmaceuticals into secondary-care supply chains. Suppliers holding dormant or unmarketed MHRA-approved marketing authorisations may be well placed, as may businesses able to reactivate licences or establish new compliant supply routes for strategically important critical products. Existing pharmaceutical suppliers and potential new entrants are both being targeted through the engagement process. The framework structure may suit businesses seeking a route to supply multiple NHS requirements over time, while the stated suitability for small and medium-sized enterprises indicates that participation is not limited to large national manufacturers. Companies should prepare evidence of product approvals, reliable supply capacity and medicines supply-chain resilience.
