## Summary

CERN is planning to procure an enterprise resource planning (ERP) and integration platform solution, covering software licences and the implementation of a major business system. The scope includes configuring the platform, integrating it with CERN’s existing business applications, migrating data, testing, training users and managing organisational change. The system is intended to support accounting, asset accounting, payables, receivables, travel management, personnel accounting, payroll, budgeting, treasury, procurement, supplier contracts, purchasing, inventory, logistics and supplier relationship management. Business Computing will require integration, maintenance and support for acquired and in-house software. Delivery relates to CERN in Geneva, Switzerland, with activity also covering the UK. The contract is CERN-owned; STFC is signposting the requirement to UK-based suppliers.

This is a planned procurement at the pre-tender stage: CERN has stated its intention to procure, but this record is not an invitation to tender. The expected arrangement comprises an implementation agreement for an estimated three-year implementation period, followed by a separate licensing agreement lasting 11 years, including optional extensions. The estimated procurement value is £10,000,000. The procurement is covered by the Government Procurement Agreement. CERN’s future notice date is expected to be 1 September 2026. The requirement is presented as one planned lot covering the ERP platform, implementation and related services. Relevant capability includes software licensing, ERP configuration, integration with mixed business applications, data migration, system testing, user training, change management and long-term software support. Suppliers should be prepared to work with a decentralised organisation and multiple stakeholder groups, including accounting, financial planning and treasury, procurement and industrial services, services and supply chain, and business computing. Experience of implementing and supporting large, multi-function ERP environments will be useful. UK-based suppliers can prepare for the future market approach, but cannot bid through this planning record.

CERN being a decentralised organisation, there are several stakeholders groups involved in the capabilities covered by the ERP systems. These are: * Accounting (FAP-ACC), in the domains of general accounting, asset accounting, accounts payable, accounts receivable, travel management, personnel accounting and payroll; * Financial Planning, Control & Treasury (FAP-FPC and FAP-PFS), mainly in the domain of budgeting and treasury, including budget control; * Procurement & Industrial Services (IPT-PI), in the domains of procurement planning, managing sourcing & tendering, managing supplier contracts, purchasing of materials and services, and managing supplier relationships; * Services & Supply Chain (SCE-SSC), in the reception of material or services, managing returns and rejections, inventory management and inbound and outbound logistics; * Business Computing (FAP-BC), for the integration, maintenance and support of the software (both acquired and in-house built tools). Additional information: This procurement/requirement is wholly owned by CERN, with STFC seeking to signpost the opportunity to UK based suppliers. UK HMG retains no involvement, oversight or engagement in the procurement, and are acting to signpost to CERN/STFC from FTS and/or other centralised digital platforms only.
