## Summary

Stoke-on-Trent City Council is planning a Landscape, Public Realm and Place Framework for works across the Stoke-on-Trent borough. It is intended to support the construction and rapid delivery of landscape schemes and public realm improvements. The proposed scope covers general landscaping, green-space works, planting and maintenance, sports and recreational areas, playground landscaping, drainage, paths and other metalled surfaces, paving and asphalting, and installation of road signs. A separate proposed lot would cover the design and build of play areas, including associated works. The published overall estimate is £5.6 million excluding VAT and £7 million including VAT. The proposed Lot 1 contract period is 1 March 2027 to 28 February 2029, with renewal potentially extending it to 28 February 2031. Providers are asked to email feedback in a Word document by 2 September 2026.

This will suit landscape contractors, civil engineering firms, public-realm specialists, parks and open-space maintenance providers, play-area designers and installers, and businesses able to deliver associated drainage, surfacing, paving, signage or planting works. The proposed structure creates a potential route for both smaller firms handling general works up to £300,000 and larger contractors capable of projects up to £7 million. Play-area specialists may be relevant to the dedicated design-and-build lot. The council is specifically seeking evidence of market capacity and capability, views on whether the proposed value bands and lot structure are commercially viable, and ideas for innovative solutions involving resilience, predictive maintenance and data-driven approaches. Providers can use the engagement stage to shape the eventual procurement.

This framework will enable rapid, cost-effective, and high- quality delivery of landscape schemes.

Proposed Framework Structure
The Council is considering establishing a multi-lot framework, with the proposed lots as follows:
Lot 1 - Small General Works
Works valued from £0 to £300,000.
Lot 2 - Large General Works
Works valued from £300,000 to £7 million.
Lot 3 - Play Areas
Design and build of play areas, including associated works.
The Council is seeking feedback from providers on the proposed lot structure, including whether the proposed value bands and scope of each lot are appropriate and commercially viable from a market perspective, as well as any innovative approaches or solutions that could be considered within the proposed lot(s).
Providers are invited to submit any comments, suggestions or recommendations that they consider relevant to the proposed framework structure.

Next Steps
Following completion of the market engagement exercise, Stoke-on-Trent City Council anticipates progressing to a formal Invitation to Tender (ITT) for the Landscape, Public Realm and Place Framework.
