## Summary

The Police and Crime Commissioner for Gwent is exploring future catering and canteen services at Gwent Police Headquarters in Cwmbran. The anticipated requirement concerns the operation, management and development of the existing canteen facilities, covering workplace food service, café, restaurant, hospitality and related catering operations. The buyer is seeking views on potential operating models, service delivery options, ways to improve use of the facility, commercial viability, innovation, best practice, investment needs, sustainability and social value. The work is categorised as canteen and catering services. It is intended for delivery at Gwent Police Headquarters and is a service requirement rather than a supply of goods or construction works.

This process is at the planning stage and is a preliminary market engagement exercise, not a formal procurement or invitation to tender. Gwent Police intends to use supplier feedback to shape its future procurement strategy and service requirements. Individual site visits at Gwent Police Headquarters are planned, with suppliers registering interest and agreeing arrangements separately. The engagement period is expected to run from 12 August 2026 to 28 August 2026, with the end date stated as subject to agreement. The buyer’s indicative contract period is 1 January 2027 to 1 January 2029. No contract will be awarded through this engagement, and participation will not provide an advantage in any later tender. A future procurement, if pursued, will be advertised separately.

This engagement will suit established catering operators, café and restaurant businesses, hospitality providers and workplace food service specialists preparing for a possible future tender. Relevant suppliers are likely to bring experience in operating, managing or developing workplace canteens and in designing commercially viable services around existing facilities. Useful preparation includes evidence of improving customer use and service performance, developing practical operating models, and identifying investment or development requirements. The buyer is also seeking innovative ideas, sector best practice, sustainable delivery and social value outcomes, so suppliers with strong environmental, community or responsible-sourcing approaches may be well placed to contribute. Businesses can use the site visit and engagement to understand the facility and present informed options, but this stage does not allow bids or lead directly to a contract.
