## Summary

Housing 21 is planning to appoint a specialist communications and brand agency to develop an evidence-based value narrative for its Extra Care business. The work will explain the value of Extra Care to future residents, their families, referral professionals, local authorities, commissioners, strategic partners and other stakeholders. It is intended to strengthen understanding of how Extra Care helps older people live well while delivering value to the wider health and social care system. The expected scope includes critically reviewing and challenging existing messaging, testing assumptions, identifying gaps and ensuring the narrative reflects Housing 21’s offer. Outputs are expected to include a strategic narrative, messaging framework, rollout plan and supporting assets or materials. Delivery is associated with Housing 21’s UK operations.

This procurement is at the planning and preliminary market-engagement stage, not an invitation to tender. Housing 21 expects to use a below-threshold quotation exercise after engagement, with agencies showing the most relevant experience potentially invited to quote. The engagement deadline is 28 August 2026, and the buyer would like the work to commence in September 2026. The planned contract period is recorded as 13 to 28 August 2026. The procurement is for services under the category of research and development and related consultancy services. The recorded gross estimated value is £0. Interested agencies are asked to submit an expression of interest, including a company overview, relevant experience or expertise, examples of similar work and the reasons for wanting to undertake the project.

The work is suited to established communications, branding, strategy or research agencies with a strong track record of developing value narratives, messaging frameworks and stakeholder communications. Relevant experience may come from the housing sector or comparable organisations, particularly projects involving older people, Extra Care, health and social care, local authorities, commissioners or strategic partners. Suppliers should be able to review existing communications critically, challenge assumptions, identify evidence gaps and turn complex social and system-level benefits into clear messages for different audiences. The buyer is looking for agencies able to demonstrate similar project experience, successes and impact, rather than simply general marketing capability. Agencies preparing for the later quotation exercise should be ready to explain their expertise, approach and relevance through a concise expression of interest.
