The proposed work concerns construction-led residential development, with associated repair and maintenance, architectural, construction, engineering and inspection services. The site has two possible approaches: retaining the existing road layout or reconfiguring it. A RIBA Stage 1 feasibility study has already been completed by architects Buttress, and the market engagement is intended to test delivery options for the proposed scheme. The work will be delivered in Heywood, within the Rochdale borough. This is a works procurement under a concession regime, with the council acting as the buying organisation and housing association as its development partner. This procurement is at the planning stage: Rochdale Borough Council has stated an intention to procure and has not yet invited tenders. The council expects a single-lot process, currently marked as suitable for small and medium-sized enterprises. A Soft Market Test is scheduled to run from 12 August to 7 September 2026, requiring interested suppliers to access and return a questionnaire and associated appendices. The planned contract period is 1 May 2027 to 31 March 2028. The procurement is above the relevant threshold and is classified as a concession. The market engagement will help the council test the feasibility and delivery approach for the two road-layout options before the procurement reaches the tender stage.
