## Summary

Torbay Council is exploring suppliers to deliver a Substance Use Peer Outreach Programme across Torbay. The service will replace the current Peer Development Programme, which supports people with lived and living experience of substance use, known as peers, to take an active role in delivering harm-reduction interventions for people who use drugs. This is a health and social work service (CPV 85000000), delivered within Torbay. The programme is intended to continue the existing peer-development approach under a name that more accurately reflects its substance-use outreach purpose. This will suit organisations experienced in substance-use support, harm reduction, peer-led services, community outreach or related health and social care provision. Suppliers should be able to recruit, train, support and coordinate people with lived or living experience of substance use, and enable them to contribute safely and effectively to interventions for people who use drugs. The buyer is seeking organisations with the capacity and capability to undertake a full procurement exercise and deliver the programme when it reaches the market. Experience of working with vulnerable people, building trust in communities and managing peer workers is likely to be relevant. Providers should prepare to explain their organisational capacity, service model, safeguarding arrangements, partnership approach and ability to maintain continuity from the existing programme.

## Notice

Torbay Council is exploring the market capability to contract with a supplier for delivery of a Substance Use Peer Outreach Programme. A Peer Development Programme is currently being delivered in Torbay, with the contract expiring with the existing provider on 16th November 2026. Going forwards, this contract will be delivered under the name of the Substance Use Peer Outreach Programme, to more accurately reflect the specification of this service. The Council is seeking to gauge the level of interest from the wider market to deliver this service going forwards for another 16.5 months, from 16th November 2026 to 31st March 2028, with the potential for an extension of 16.5 months until 15th August 2029. The Torbay Peer Development Programme has provided training and support for people with lived and living experience of substance use, also known as a 'peer', to enable them to take an active role in delivering harm reduction interventions to people who use drugs across Torbay.
