## Summary

Essex County Council is planning to appoint a delivery partner for the Building a Lasting Legacy (BaLL) Programme, an industry-led careers, employability and progression service. The programme connects young people with opportunities in the construction and built environment sector, raises awareness of careers, improves access to employment pathways and social mobility, and strengthens links between education providers and employers. It also supports employers with workforce development and social value commitments while developing a sustainable talent pipeline across Essex. This procurement is at the planning stage and is currently seeking expressions of interest for preliminary market engagement, rather than inviting tenders. Essex County Council anticipates issuing a formal Request for Quotation in August 2026, with mobilisation expected in November 2026. The council has scheduled engagement activity through 21 August 2026 and expects the next notice on 1 September 2026. The planned contract is expected to run from 1 November 2026 to 30 June 2028. Its estimated gross value is £70,000. The service is being planned as a below-threshold, light-touch services procurement. It is a single planned lot, and the council has identified the procurement as suitable for small and medium-sized enterprises.

The work is likely to suit organisations that can manage programmes and coordinate delivery across schools, employers, further and higher education institutions and strategic stakeholders. Relevant strengths include employer engagement, careers education, employability support, skills delivery and programme management, particularly in construction or the wider built environment. Suppliers should be prepared to connect young people with employers and career pathways, build effective education–industry relationships, and support workforce development and social value objectives. Experience of establishing or sustaining partnership-based provision in Essex would be useful, including the ability to extend an existing delivery model from Chelmsford into Tendring. The council has indicated that smaller businesses are suitable for the planned procurement, so specialist providers and capable local partnerships may wish to prepare.

Essex County Council (ECC) is seeking expressions of interest from organisations with relevant experience in programme management, employer engagement, careers education and employability and skills delivery, ahead of the release of a formal Request for Quotation (RFQ) for the delivery of the Building a Lasting Legacy (BaLL) Programme.
