## Summary

Trafford Council commissioned specialist smoking-cessation support for people from ethnic minority communities, people with LGBTQ+ identities and people living with HIV or AIDS. The service forms part of the council’s public health responsibilities and addresses higher smoking rates and health inequalities among these groups. Delivery involves providing very brief advice on stopping smoking and signposting people to suitable services where appropriate, with outcomes and monitoring requirements set out in the project proposal and specification. The procurement is categorised as health and social work services. It was delivered through the PaSH partnership, a collaboration between George House Trust, LGBTQ Foundation and BHA for Equality, with BHA for Equality named as the awarded supplier. The buyer is Trafford Council, based in Manchester, and the requirement is focused on supporting relevant communities connected with Trafford.

The procurement is complete and the contract was awarded to BHA for Equality on 12 August 2026. It used a below-threshold procedure described as unknown and was divided into one completed lot. The awarded value is £7,500 excluding tax, or £7,725 including tax. The initial contract period runs from 1 October 2026 to 30 September 2027, with an option for two further one-year extensions, allowing the arrangement to run until 30 September 2029 if both are used. A contract signature milestone was scheduled for 16 September 2026. The award covers health and social work services delivered under the smoking-cessation requirement. The published outcome identifies one supplier and an active award. The procurement records do not set out a separate evaluation weighting or scoring basis.

This award indicates demand for community-based public health services that can reach groups facing health inequalities and engage people who may not respond to mainstream provision. A credible competitor for similar work would need specialist knowledge of LGBTQ+ communities, ethnic minority communities, and people living with HIV or AIDS, together with established trust and culturally competent engagement. Experience delivering very brief smoking-cessation advice, recognising when to refer or signpost people to other services, and working within a wider public health pathway would be relevant. The requirement also favours organisations able to operate collaboratively with voluntary, community, faith or social enterprise partners, contribute to defined outcomes, and maintain reliable monitoring and reporting. The PaSH model shows that partnership delivery and community credibility are central to this buyer’s requirement.

## Notice

Annual contract value: PS2,500 Maximum contract value over 3 years: PS7,500 Contract duration: 1 year initial period Option to extend: Two 1-year extensions Trafford Council's Health and Wellbeing priorities and duties are delivered by Public Health. Public Health has the statutory responsibility to take such steps as they consider appropriate for improving the health of the people in their area and are mandated to provide or commission certain services including smoking cessation. Smoking rates have declined in Trafford but remain high in certain cohorts. This is due to health inequalities and supporting people in these cohorts requires specialist knowledge and trust. The groups we are proposing to support through this contract are people from ethnic minorities, people with LGBTQ+ identities and people who are living with HIV and AIDS. The PaSH partnership is a collaboration between 3 VCFSE organizations, namely George House Trust, LGBTQ foundation and BHA for Equality. They will support these cohorts with very brief advice for smoking cessation and signpost to services if appropriate. Details of outcomes and monitoring can be found in the project proposal embedded. Refer to specification for further details.
