Cheshire and Wirral Partnership NHS Foundation Trust procured GP and specialist nurse services for Soss Moss Hospital and the Greenways Unit. This requirement suits established primary-care and community-health providers able to deliver GP and specialist nursing support in inpatient mental-health or learning-disability settings. A credible competitor would need CQC registration and authority to provide regulated healthcare services, sound financial governance, qualified clinical staff and effective clinical-governance arrangements. Relevant experience includes NHS primary-care delivery and work with patients who have serious mental illness, learning disability, complex physical-health needs or limited access to ordinary GP registration. The selected supplier demonstrated a multidisciplinary team including GPs, nurse practitioners, practice nurses, healthcare assistants, pharmacists, physiotherapists, mental-health practitioners and care coordinators. Providers able to evidence positive CQC-rated services, accountable leadership, staff support, collaboration with NHS mental-health trusts and practical social-value or health-inequality initiatives would be well placed when this Trust next reviews the requirement.

This contract has not yet formally been awarded; this notice serves as an intention to award under the Most Suitable Provider PSR Regulations. It is nationally recognised that service users with serious mental illness or learning disability are more likely to have co-morbid physical health issues and shorter life expectancy. Residing in inpatient services for long periods of time can also result in service users being more likely to develop long term physical health conditions. A number of service users within each of the units covered by the service level agreement will have been admitted from outside of the Cheshire footprint and therefore will not be registered with a local GP, or eligible for such registration. This service provision allows access to ongoing physical health monitoring/ screening. Better Health Manchester Ltd are able to offer a service which aligns with the needs of the three wards, and matches the service provided by the previous provider. They currently work with other NHS Mental Health Trusts and have extensive experience of working with these patient cohorts.

Better Health Manchester Ltd meets the basic selection criteria through its CQC registration and authority to deliver regulated healthcare services; with evidence of financial governance; and its extensive experience in delivering NHS primary care services supported by qualified staff, established clinical governance arrangements, and positive CQC-rated service The organisation provides NHS primary care services through GP practices in Manchester and has operated independently as a not-for-profit social enterprise since 2011, reinvesting resources into patient care, staff and the local community. The board of directors is multi-disciplinary and has a clear structure of accountability. The team includes a wide range of healthcare professionals to include: Care coordinators, GPs, Healthcare assistants, mental health practitioners, nurse practitioners, pharmacists, physiotherapists and practice nurses. They have a Staff Consultation Group with elected representatives, so everyone's views are heard. The Staff Wellbeing Programme helps to ensure that everyone is supported and work as a team. Any additional resources are used to fund projects that add social value and break down health inequality. This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act 2023 do not apply to this award. The standstill period begins on the day after the publication of this notice. This contract has not yet formally been awarded; this notice serves as an intention to award under PSR Most Suitable Provider. On the 9th July 2026, Head of Clinical Services and Deputy Head of Clinical Services approved this decision at the SMH ACFR East Acute Wards Meeting and there were no declarations of interest made by members that would materially or adversely impact on matters requiring discussion and decision. The decision to award was made in line with the conflict of interest policy.
