Lot 1 is primary-care-led support embedded in GP and other primary care settings, working with partner agencies in Rochdale, Oldham and Manchester to improve public health outcomes. Lot 2 is palliative care support for adults experiencing homelessness who have life-limiting or end-of-life physical health conditions. Both services are delivered across Greater Manchester. The requirement sits within the authority’s Live Well commitment and builds on its existing Inclusion Health Service. The procurement has reached tender: the buyer invited offers through an open, competitive flexible procedure under the PSR24 light-touch regime, using two stages for each lot. Lot 2 suits providers with specialist palliative and end-of-life care capability, particularly for adults experiencing homelessness. The authority states that both lots are suitable for small and medium-sized enterprises and voluntary, community and social enterprises. Bidders must be able to demonstrate service quality, present their proposed approach and answer interview questions at the second stage, while also addressing the procurement’s social-value requirements. ## Notice In Greater Manchester there are an estimated 120,000 people experiencing Multiple Disadvantage. This is defined as a combination of homelessness, substance misuse, mental health issues, domestic abuse and contact with the criminal justice system. People facing multiple disadvantage are at the sharp end of socio-economic and health inequalities. As part of Greater Manchester's Live Well commitment to tackling health inequality, we want to build on the existing Inclusion health service to reduce this inequality. GMCA are looking for providers to deliver two distinct services which will remove a range of different barriers for people experiencing MD to having their health needs met.
