## Summary

The Borough of Telford & Wrekin is exploring housing management system solutions. The requirement is for software and related IT development services to support the Council’s housing management functions. The early engagement is intended to test the range of solutions available, how suppliers deliver and implement them, possible integration options, and different commercial approaches. It will also help the Council refine its requirements before launching a formal procurement. The work will be for the Council and is associated with Telford, Shropshire. The procurement is classified as a services requirement, with the main activity described as IT software development services. This is a single planned requirement, rather than a set of separately described service areas.

This process is at the planning stage and is an early market engagement exercise, not an invitation to tender. The Council expects to issue a formal procurement notice on 1 September 2027. It anticipates a contract running from 1 October 2027 to 30 September 2030. The estimated value is £150,000 excluding VAT, or £180,000 including VAT. The Council has scheduled a request for information exercise, asking potential suppliers to complete and upload an RFI through its e-sourcing system by 26 August 2026. The engagement will inform the future specification, delivery model, implementation approach, integration requirements and commercial structure. The planned requirement is one lot and is marked as suitable for small and medium-sized enterprises.

This will suit suppliers that provide housing management platforms, software development and implementation services, particularly businesses able to explain how their systems can support a council housing operation. Relevant participants are likely to include established housing management system vendors, specialist implementation partners, integration providers and smaller technology businesses with adaptable solutions. The Council is seeking practical market insight on available functionality, supplier delivery models, implementation considerations, interoperability with existing systems and alternative commercial approaches. Suppliers with experience of configuring or integrating public-sector housing software will be well placed to contribute useful evidence, although the engagement is also relevant to businesses offering different or emerging delivery models. Businesses should prepare concise information on their solution, implementation capability, integration methods and preferred commercial arrangements.

## Notice

The Council is seeking early engagement with potential suppliers of housing management systems. The aim is to understand the range of available solutions, supplier delivery models, implementation considerations, integration options, commercial approaches and areas where the Council may need to refine its requirements before issuing a formal procurement.
