## Summary

NHS West Yorkshire Integrated Care Board commissioned advocacy support for the Leeds Gypsy and Traveller population. The service is intended to improve health and wellbeing by reaching marginalised and isolated community members through outreach, including visits to Gypsy and Traveller sites and roadside camps. The work is delivered in Leeds, for communities across the local area. It is a community health service provided by a specialist organisation familiar with the needs of Gypsy and Traveller communities. The selected provider, Leeds Gypsy and Traveller Exchange (Leeds GATE), is based in Leeds and is classified as an SME. The commissioning organisation is based in Bradford and is responsible for arranging the service.

This procurement has been awarded and the contract is active. NHS West Yorkshire Integrated Care Board used a Direct Award Process A under the NHS Provider Selection Regime, without publishing a call for competition. The contract was awarded to Leeds Gypsy and Traveller Exchange (Leeds GATE), and signed on 6 August 2026. The contract runs from 1 April 2025 to 31 March 2030 and is worth £294,397. One bid was recorded. The stated evaluation basis was entirely quality-based: the authority assessed whether there was no realistic alternative provider, weighted at 100%, with cost weighted at 0%. The authority stated that the existing provider was considered the only realistic provider for the population’s specific needs.

This award indicates demand for community advocacy that can engage Gypsy and Traveller communities through trusted, targeted outreach. A credible competitor for a future requirement would need to demonstrate experience supporting marginalised and isolated community members, understanding of Gypsy and Traveller communities, and the ability to build effective relationships with people living on sites and in roadside camps. The service also calls for a clear link between advocacy activity and improved health and wellbeing. Leeds-based delivery capability and practical access to local communities would be relevant strengths. The award route and evaluation show that demonstrating there is no realistic alternative provider, together with strong service quality and continuity, is more important here than competing primarily on price.

A primary focus of this service is providing advocacy support to enhance the health and wellbeing of this community.
