## Summary

Leeds City Council commissioned a Young Futures Hub service for the 12 most disadvantaged wards in Leeds. The service is youth association provision, designed to enhance rather than duplicate the Council’s internal Youth Service and existing third-sector provision. It focuses on young people from neighbourhoods and communities under-represented in current services. Each ward’s offer is intended to reflect local needs. Delivery uses a hub-and-spoke model, combining a central physical hub with outreach, detached provision and partner locations. The service provides universal open access alongside targeted support, including early identification and escalation of need. It supports young people aged 10 to 18, extending to age 25 for those with special educational needs or disabilities or other additional needs, and integrates youth work, safeguarding, health, education, employment and community provision.

The procurement is complete and was awarded by direct award to Barca Leeds. The Council’s stated rationale was that this Government-specific continuation of previous work could be fulfilled only by that organisation, citing single-supplier technical reasons. The contract was awarded on 13 August 2026 for £408,217.46 gross, including the completed lot covering the Young Futures Hub service. The contract period runs from 13 August 2026 to 31 March 2027. The requirement was evaluated through the direct-award route rather than an open competition. The award is above the relevant threshold. A contract signature was scheduled for 13 August 2026. The selected supplier is Barca Leeds, an organisation based in Leeds.

This requirement indicates demand for an established youth-services provider able to operate a coordinated, place-based hub across multiple disadvantaged wards. A credible future competitor would need to provide both a permanent physical hub and flexible outreach, detached work and partner-location delivery. It would need experience supporting 10-to-18-year-olds, with capacity to extend provision for young people with special educational needs or disabilities and other additional needs. The service model favours organisations able to combine universal open access with targeted intervention, identify need early and escalate appropriately. Strong partnership working is central: relevant capability spans youth work, safeguarding, health, education, employment and community services. Suppliers would also need to demonstrate continuity, local understanding and the ability to complement existing Council and third-sector provision rather than duplicate it.
