## Summary

Cherwell District Council has varied its Leisure Centre Model Agency concession, covering the operation of sports facilities and a move to an agency model for the remainder of the existing contract term. The requirement concerns leisure and sports facility management services delivered in the United Kingdom. The change applies to the existing concession rather than creating a new service scope, and the original concessionaire remains in place. The buyer is Cherwell District Council, a local authority based in Banbury. The service is categorised under CPV 92610000, sports facilities operation services. This opportunity is therefore relevant to organisations operating leisure centres, sports facilities or comparable public-facing recreational services, particularly those able to work within an agency-based operating model.

The procurement is complete and the contract variation has been awarded. Cherwell Leisure Limited was selected as the supplier, and the active contract is valued at £47,524,505. The contract was signed on 25 April 2008. The procedure was a limited award without prior publication of a call for competition, used to vary an existing agreement with seven years of the contract term remaining. The stated rationale is that the modification is not substantial: it does not materially change the concession, admit other participants, alter the economic balance, considerably extend the scope or replace the concessionaire. The award relied on the stated absence of competition for technical reasons. The procurement was evaluated as a single service requirement.

This award demonstrates demand from Cherwell District Council for outsourced operation of sports and leisure facilities, including a transition to an agency operating model. A credible competitor for comparable work would need practical experience operating public leisure or sports facilities and the organisational capability to manage services on behalf of a local authority. The requirement also indicates the importance of continuity with an existing operating arrangement and an ability to deliver a contract variation without materially changing the nature or scope of the concession. Suppliers should be able to demonstrate an operating model suited to agency-based delivery, technical capability in sports facility operations, and sufficient scale and commercial resilience for a substantial, long-term public leisure services contract.
