## Summary

Gloucestershire County Council is planning a Cleaning and Caretaking Services Framework for its corporate estate and participating schools, with potential use by other eligible public sector organisations in Gloucestershire. Gloucestershire County Council is undertaking Preliminary Market Engagement in advance of the procurement of a new Cleaning and Caretaking Services Framework. The proposed Framework will provide cleaning and caretaking services across the Council's corporate estate, participating schools and, where appropriate, other eligible public sector organisations within Gloucestershire. The purpose of this engagement is to obtain market feedback to help inform the procurement strategy, framework structure, lotting approach, mobilisation requirements, contract management arrangements and future tender documentation. The Framework is currently expected to include six geographical lots covering Tewkesbury and North Cotswolds, South Cotswolds, Forest of Dean, Gloucester, Cheltenham and Stroud, with a planned commencement date of February 2028.

Gloucestershire County Council (GCC) is inviting interested suppliers to participate in a Preliminary Market Engagement exercise for the proposed Cleaning and Caretaking Services Framework. Suppliers are requested to review the market engagement information provided, complete the market engagement questionnaire and attend one of the scheduled market engagement sessions. Feedback received will help inform the future procurement strategy, framework structure, mobilisation requirements, contract management arrangements and tender documentation.
The questionnaire and supporting documents are available via GCC's e-sourcing system, SAP Ariba. To access and submit a response, suppliers will need to be registered on SAP Ariba. Registration will also enable suppliers to receive updates relating to this market engagement exercise and the future procurement opportunity.

Following registration, suppliers will receive confirmation of their selected session and any further joining instructions.
Suppliers wishing to participate in this Preliminary Market Engagement exercise are encouraged to register on SAP Ariba at the earliest opportunity. Upon registration, suppliers will receive access to the Preliminary Market Engagement Questionnaire and supporting documentation, including the formal supplier invitation letter.
The questionnaire has been developed to help suppliers prepare for the market engagement sessions and identify key areas where Gloucestershire County Council is seeking feedback. Suppliers are encouraged to review and, where possible, complete the questionnaire in advance of attending a session to support informed and productive discussions.
Suppliers who are not registered on SAP Ariba at the point of tender publication may be unable to access procurement documentation or submit a tender response until registration has been completed.
