## Summary

Cheshire and Wirral Partnership NHS Foundation Trust commissioned an ECG interpretation service for diagnostic pathways. The service covers the clinical interpretation and reporting of electrocardiograms, including quality, timeliness, clinical governance and reporting accuracy. Delivery is for the Trust’s health service requirements in the United Kingdom, with the existing provider based in Stockport. Stockport NHS Foundation Trust is the selected supplier and is a large NHS organisation. The requirement is a healthcare service rather than goods, construction or general consultancy. The service model remains materially unchanged from the previous arrangement, with the purpose of maintaining continuity and avoiding disruption to diagnostic pathways. The buyer is a public NHS foundation trust based in Chester.

The procurement is complete and the contract was formally awarded to Stockport NHS Foundation Trust on 26 August 2026 under the Provider Selection Regime 2023, using Direct Award C and a limited procedure without a prior competition. The contract was signed on 13 August 2026. Its approximate value is £8,736, inclusive of the stated contract costs, for the period 1 April 2026 to 31 March 2027. One lot covered the service. The stated lot assessment gave 99% weight to whether the existing provider was meeting the original contract and was likely to meet the proposed standard, and 1% to price. The wider decision criteria were quality and innovation 35%, value 25%, integration and sustainability 20%, access and choice 10%, and social value 10%.

This award indicates recurring demand from an NHS buyer for dependable ECG interpretation rather than a new diagnostic service model. A credible future competitor would need clinically competent staff, sufficient workforce and organisational capacity, and the ability to provide accurate reports consistently and on time. Evidence of effective clinical governance, reliable performance against contractual requirements and understanding of diagnostic pathway continuity would be important. Suppliers would also need to address the Provider Selection Regime’s wider considerations: quality and innovation, value, integration and collaboration, service sustainability, improving access and reducing health inequalities, facilitating choice, and social value. The selected provider’s NHS foundation trust status shows that an organisation able to operate within NHS clinical and governance arrangements is well placed for this requirement.

## Notice

Stockport NHS Foundation Trust has been awarded this contract as the existing provider has consistently delivered the ECG Interpretation service to a high standard, fully meeting contractual requirements and demonstrating reliable performance across quality, timeliness, clinical governance and reporting accuracy. The proposed contracting arrangements remain materially unchanged from the current service model, and continuation with the incumbent provider ensures stability, continuity and avoidance of disruption to diagnostic pathways. The Trust has evidenced sufficient technical capability, workforce competence and organisational capacity to continue delivering the service in line with PSR key criteria and basic selection criteria. On this basis, and given the absence of any requirement to undertake Direct Award A or B, the provider is assessed as the most appropriate organisation to deliver the service for the forthcoming contract term.
