## Summary

The University of Essex, with Dukefield Energy Limited acting as managing agent, intends to establish a UK-wide Dynamic Market for utility supplies, energy management, net zero and infrastructure solutions. The scope spans electricity and gas supply, procurement and contract management; utility connections and infrastructure; metering and energy data; compliance, auditing and assurance; carbon, net zero and ESG consultancy; renewable technologies such as solar, batteries and heat pumps; electric vehicle charging; flexibility, storage and demand-side response; water and wastewater supply and services; heat networks and district energy; and smart buildings, optimisation and specialist technical advice. This will suit suppliers able to deliver one or more specialist energy, utilities, infrastructure or environmental services at UK scale, including licensed electricity, gas, water or sewerage providers; energy consultants, auditors and compliance specialists; engineers, installers and infrastructure operators; metering, data, software and analytics providers; renewable, battery, heat-pump and electric-vehicle specialists; flexibility and demand-response aggregators; and heat-network or smart-building experts. Relevant capability may include designing, funding, installing, operating, maintaining, managing or advising on assets and services, alongside technical assurance and portfolio support. Suppliers with experience in decarbonisation, carbon accounting, emissions reporting, ESG, energy efficiency, utility procurement, connections, billing, monitoring or optimisation should consider contributing to the engagement. Participation in the future market would provide a route to later competitions, but admission would not guarantee contract awards.

## Notice

The University of Essex is looking to establish a Dynamic Market under the Procurement Act 2023 for the provision of utility supplies, net zero, energy management and infrastructure solutions across the United Kingdom. The Dynamic Market will provide eligible contracting authorities and their agents, and any other organisation permitted by the Contracting Authority (hereafter known as Participating Bodies) with a flexible and compliant route to procure such supplies, services and works. The Contracting Authority is conducting a pre-market engagement exercise to consider the scope, structure and specification of the dynamic market, including but not limited to the following categories: 1. Electricity and Gas Supply, Procurement and Contract Management, including licensed supply, procurement support, contract management and import and export arrangements. 2. Utility Infrastructure and Connections, including electricity, gas, water and multi-utility connections, ICP and IDNO services, DNO liaison, project management and technical advice. 3. Metering and Data Services, including MOP, DC, DA, AMR and smart metering, meter asset management, data platforms, portfolio data services and metering consultancy. 4. Energy Compliance, Auditing and Assurance, including ESOS, TM44 and SECR support, energy auditing, bill validation, compliance services and technical assurance. 5. Net Zero, Carbon Management and ESG Consultancy, including decarbonisation strategies, carbon accounting, emissions reporting, ESG support, funding advice and delivery planning. 6. Renewable and Low Carbon Technologies, including the design, funding, installation, operation and maintenance of solar PV, battery storage, heat pumps and associated technologies. 7. Electric Vehicle Infrastructure, including feasibility and fleet advice, ChargePoint supply and installation, ChargePoint operation, maintenance and back-office platforms. 8. Flexibility, Storage and Demand Side Response, including aggregation, battery optimisation, demand-side response, flexibility market participation, asset management and supporting software. 9. Water and Wastewater Supply, including licensed water and sewerage retail services for eligible non-household customers. 10. Water and Wastewater Services, including auditing, leak detection, metering, efficiency services, surveys, wastewater advice and associated technical support. 11. Heat Networks, District Energy and Thermal Infrastructure Services, including feasibility, design, funding, delivery, operation, billing, maintenance and technical advisory services. 12. Smart Buildings, Energy Optimisation and Specialist Technical Advisory Services, including building energy management systems, controls, monitoring and analytics, commissioning, optimisation and specialist consultancy.
