## Summary

Manchester City Council is exploring Energy Management System software and related services for its property portfolio, including sites covered by an existing framework agreement. The system would import, validate, process and manage current and historical electricity, gas and water utility invoices and associated supply data. It would use industry identifiers such as MPAN, MPXN, SPID and WPID, and provide reporting and secure web-based self-service access. Role-based controls would allow different Council user groups to access appropriate data and functions, with integration capabilities including SAP payment integration. The solution must handle more than 3,200 supply points and accommodate growth as the Council expands its estate and onboarding scope. Delivery is associated with Manchester City Council’s estate in the United Kingdom. This is an energy-management software and software-related services requirement.

This procurement is at the preliminary market engagement stage: Manchester City Council is assessing the market before deciding how to proceed with a potential future requirement. Suppliers are invited to complete a preliminary market engagement questionnaire by 11am on 28 August 2026. The Council expects supplier demonstrations to take place during the week commencing 14 September 2026. The anticipated contract period is 4 January 2027 to 3 June 2027. The engagement will help the Council understand available capabilities, including invoice management, reporting, self-service access, security, integration and handling large volumes of supply-point data. The Council has not set out a procurement procedure, tender method, contract value, evaluation basis or bid lots beyond the single planned requirement. This is consultation rather than an invitation to tender.

The engagement will suit suppliers of established Energy Management System platforms, energy-data management software and associated implementation or integration services. Relevant providers should be able to demonstrate robust management of electricity, gas and water data and invoices, including importing, validating, processing and reporting on both current and historical records. Strong candidates will have secure web-based portals, configurable role-based access controls, self-service functionality and integration experience, particularly with SAP payment processes. The Council is looking for scalable, flexible and high-performing solutions capable of managing a large and growing estate, currently exceeding 3,200 supply points. Experience handling MPAN, MPXN, SPID and WPID identifiers, maintaining data security and supporting multiple organisational user groups will be important. Suppliers should use the engagement to explain their capabilities and demonstrate how their solutions address these operational needs.

## Notice

Manchester City Council is conducting a preliminary market engagement to assess available Energy Management Software solutions capable of importing and processing utility supply and services invoices across the Council's property portfolio including sites covered under the Council's 'framework agreement'. The Council requires a solution that can manage both current and historical data, with an existing volume of over 3,200 supply points. This number is expected to increase over time as the Council expands its estate and onboarding scope. As such, scalability, performance, and flexibility of the solution will be key considerations. The system must support the import and processing of invoices using industry-standard identifiers, including: MPAN / MPXN (Meter Point Administration Number - electricity and gas) SPID / WPID (Supply Point ID - water) In addition, the Council requires a secure, web-based portal which enables role-based access control, allowing different user groups across the organisation to access relevant data and functionality in line with their operational needs.

### Planning Information

Manchester City Council is seeking expressions of interest from suppliers of Energy Management System (EMS) solutions to participate in a Preliminary Market Engagement (PME) exercise relating to a potential future requirement for an Energy Management System. The Council is looking to better understand the capabilities available within the market and how solutions may support the import, validation, processing and management of utility supply and service invoices across the Council's estate.
Interested suppliers should be able to demonstrate how their solution supports the management of electricity, gas and water utility data and invoices, including invoice validation, reporting, web-based self-service functionality, role-based access controls, integration capabilities (including SAP payment integration), data security and management of large volumes of supply point data, as outlined in the brief found in the preliminary market engagement document published on The Chest e-procurement portal, link below.
