## Summary

CCW is procuring smart metering longitudinal research services across the United Kingdom. The work will examine bill payers’ and household members’ experiences and attitudes towards smart meter information and water use as external circumstances and household circumstances change over an extended period. The service covers survey design, market research, survey delivery, survey analysis, social research, polling and statistics. Participants must be households with a smart water meter and access to an app or web portal showing water consumption continuously, so they can view usage between bills and over time. The research will involve recruiting and engaging participants over a potentially multi-year period, with activity frequency agreed during supplier selection. The opportunity is suitable for small and medium-sized enterprises and voluntary, community or social enterprises.

The procurement has reached tender: CCW invited offers through a selective competitive flexible procedure. An initial scored pre-selection questionnaire with three questions leads to a formal technical stage for the highest-scoring bidders; commercial scoring is combined with technical bids. Up to six candidates may proceed, with at least one. Questions were due by 26 August 2026 at 12:00, and expressions of interest by 2 September 2026 at 17:00. The planned award decision date was 11 September 2026. The initial contract period is 15 October 2026 to 31 March 2027, with yearly extensions subject to funding and continued need, potentially until 14 October 2030. The estimated value is £320,000 excluding VAT and £400,000 including VAT. Evaluation is quality-based: experience 50%, scope understanding 25%, and team expertise and capacity 25%.

This opportunity suits research agencies able to deliver qualitative research over long timescales, recruit narrowly defined participants and maintain their engagement through repeated activities over several years. Strong bidders will be able to identify households with the correct type of active smart water meter and continuous access to consumption data, despite potential uncertainty among customers and postcode-based recruitment information. The tender asks for two relevant examples of recruiting people who did not clearly understand the eligibility criteria, including how the right participants were identified, and two examples of sustaining participation in extended studies. The proposed team must have relevant research experience and qualifications, with particular strength in long-term qualitative work. Suppliers must demonstrate continuity arrangements for sickness or suspended activity and hold employer’s liability insurance of £10 million, public liability of £5 million, and professional and product liability insurance of £2 million each.
